The meeting reviewed the “Opinions on Comprehensively Strengthening Work Related to the Safe Production of Hazardous Chemicals,” issued by the General Office of the CPC Central Committee and the General Office of the State Council, and made arrangements for relevant work to prevent production safety accidents at chemical enterprises during the recent period of epidemic prevention and control and the intensive resumption of work and production.

The meeting emphasized that we are currently in a critical phase of epidemic prevention and control as well as the resumption of work and production, making it all the more important to ensure workplace safety during this process. Enterprises must earnestly assume their primary responsibility and rigorously implement safety measures, provided that epidemic prevention and control protocols are fully in place. All localities and departments must attach great importance to this task, establish enforcement and inspection teams at the provincial, municipal, and county levels, and conduct comprehensive, targeted inspections through on-site checks, remote monitoring, and online surveillance, so as to resolutely eliminate potential risks and safeguard the bottom line of workplace safety.

The meeting called for strengthening the accountability system for work safety among leading cadres at all levels, consistently prioritizing the prevention and control of major safety risks, enhancing data analysis and in-depth examination of typical cases to gain a clear understanding of the situation, accurately identify problems, and formulate targeted countermeasures, thereby earnestly fulfilling the political and legal responsibilities for preventing and controlling major work-safety risks. It also emphasized the strict implementation of the “three musts” in terms of departmental regulatory responsibilities, drawing on beneficial practices from some localities in innovating safety regulation and safety services, intensifying efforts to ensure precision in law enforcement and service delivery, thoroughly identifying major safety hazards, and strengthening measures to prevent and resolve such risks. Furthermore, it urged the rigorous implementation of safety measures for resuming work and production, the adoption of differentiated safety supervision based on risk zones and categories, and the effective urging of enterprises to assume their primary responsibility. The meeting stressed the need to combine positive incentives with negative sanctions and to firmly uphold the safety bottom line.

In accordance with the work arrangements of the Provincial Party Committee and the Provincial Government, as well as the Municipal Party Committee and the Municipal Government, and under the guidance of emergency management authorities at all levels, the company has made every possible effort to ensure the production and supply of epidemic-prevention medicines. The implementation of preventive measures has been treated as a prerequisite for maintaining safe production during this special period; accordingly, the company has continuously refined its emergency response plan for workplace safety during the pandemic, innovatively conducted safety training, and ensured that all on-duty personnel are fully present and on post at all times, thereby guaranteeing that safety oversight remains comprehensive and key tasks are never neglected. At the same time, the company has made full use of modern information technologies—such as video remote broadcasting, online platforms, and WeChat official accounts—to deliver employee safety training, with a particular focus on basic safety skills, job-specific safety operating procedures, safety risk management and control, identification and handling of potential hazards, and personal protective equipment and practices. In this way, the company has successfully balanced epidemic prevention and control with safe production.
