【SUMMARY】 Unite hearts and pool strengths, stay true to our original aspiration, and strive to write a new chapter in the enterprise’s development in the new era. “Braving the waves and cutting through the surging tides, we shall dare to be the first to bend the east wind.” On the morning of March 17, the company’s Third Session of the Ninth Workers’ Congress and the 2017 Advanced Commendation Conference were held in the company’s multi-purpose hall. Company leaders Qu Jiguang, Su Xuejun, Gao Shuping, Zhang Qingjiang, Wu Hengyao, Han Shuqin, Li Weimin, Shi Jianhui, and Song Mingxia took their seats on the rostrum, joined by more than 180 employee representatives from various workshops and departments, as well as representatives of advanced production (work) units, to jointly witness the achievements of the past year and sing in unison of the brilliance yet to come in the new year. The conference was presided over by Party Secretary Shi Jianhui.

“Sailing through waves and braving the storm, we have seen countless sails pass by; daring to be the first to bend the east wind.” On the morning of March 17, the company’s Third Session of the Ninth Workers’ Congress and the 2017 Annual Commendation Ceremony were held in the company’s multi-purpose hall. Company leaders Qu Jiguang, Su Xuejun, Gao Shuping, Zhang Qingjiang, Wu Hengyao, Han Shuqin, Li Weimin, Shi Jianhui, and Song Mingxia took their seats on the rostrum, joined by more than 180 employee representatives from various workshops and departments, as well as representatives of advanced production (and work) personnel, to jointly celebrate the achievements of the past year and to sing in unison of the brilliance yet to come. The meeting was chaired by Party Secretary Shi Jianhui.

The meeting commenced with a ceremony of recognition. General Manager Su Xuejun read out to the assembly the Company’s “Decision on Commending Advanced Collectives and Outstanding Production (Work) Personnel for 2017” and the “Decision on Commending Units That Won the 2017 Labor Competition.” Amid cheerful music, representatives of the advanced collectives, outstanding production (work) personnel, and winning workshops—each proudly wearing a large red flower—received medals and certificates of honor from company leaders on the rostrum. Their joy was plainly evident, and the entire audience erupted in warm applause to offer congratulations and profound respect.

Liu Baocun, an employee from Workshop 208 and representative of all the honored model producers (and workers), issued a call: Let us share in both glory and disgrace, work together in unity and mutual support, fully embody the spirit of ownership, and steadfastly uphold the corporate philosophy of “serving the people with quality, putting integrity first, and building a century-old enterprise.” Let us study diligently, set lofty aspirations, and strive to excel in whatever field we undertake—becoming role models of firm convictions, solid work styles, superb technical skills, and unwavering dedication to our posts. Let us subordinate ourselves to the overall interests, foster solidarity and collaboration, pool our wisdom and efforts, resolve difficulties, and make unremitting efforts to achieve the 2018 production and business targets. Mi Junqing, team leader of Line 37 in Workshop 103, and He Yazhuo, team leader of Line 15 in Workshop 208—both winners of first place in the fourth-quarter competition—then took the stage to share their work experiences.

The conference calls on the honored collectives and individuals to cherish their accolades, stay true to their core values, proactively adapt to the new requirements and changes in the company’s development, further update their thinking, explore innovative approaches, and, through their concrete actions, unite and lead the broad workforce in using fresh perspectives to steer the new normal, employing new methods to address emerging challenges, and implementing new initiatives to open up new prospects. All employees are urged to take these role models as examples, demonstrate dedication and professionalism in their work, conscientiously fulfill their duties, work diligently and selflessly, and actively contribute to the enterprise’s development.

Subsequently, at the Trade Union Congress, Chairman Qu Jiguang delivered a work report titled “Unite Hearts and Pool Strength, Stay True to Our Original Aspiration, and Strive to Write a New Chapter in the Enterprise’s Development in the New Era,” amid warm applause. The report reviewed and affirmed the company’s performance in 2017, conducted a scientific assessment of the current situation, emphasized the need to objectively analyze the circumstances, clearly define development goals, boldly advance reform, and earnestly pursue transformation and development. It called for maintaining a vigorous spirit, unwavering enthusiasm, and an indomitable fighting spirit in the face of difficulties, so as to propel the company to a new starting point for growth.

Chairman Qu Jiguang reviewed the company’s key initiatives in 2017, focusing on optimizing structural adjustments, advancing R&D and innovation, and strengthening quality and brand building. He emphasized that, despite a series of profound changes—including shifts in industrial policies and deep restructuring within the industry—the company, under the guidance of the new development philosophy, remained committed to prioritizing critical areas, addressing weaknesses, and reinforcing strengths. By accurately assessing the situation, pursuing concrete and effective action, and rising to challenges, the company achieved historic milestones in its development.

Regarding the achievement of the 2018 development goals, Chairman Qu Jiguang stated in his report that: first, we must align with changes in industrial policies and promote new breakthroughs in structural adjustment; second, we must accelerate the development of innovative enterprises and drive their transformation, upgrading, leapfrogging, and catching-up; third, we must strengthen quality and safety management to ensure the healthy and stable development of the enterprise; fourth, we must expedite the construction of projects such as the Cangzhou Guangxiang Pharmaceutical project, thereby fostering the formation of an “one core, two wings” development framework and vigorously cultivating new drivers for corporate growth; and fifth, we must cultivate and forge an outstanding corporate culture, unite the hearts and minds of all employees, and build a synergistic force to propel development.

At the meeting, the report titled “Explanation on the Adjustments to Employee Compensation and the Economic Responsibility System in 2018,” delivered by Wang Chunfa, Manager of the Human Resources Department, was also heard.

During the group discussions, employee representatives thoroughly deliberated Chairman Qu Jiguang’s “Work Report,” with all participants actively contributing their views and offering full affirmation of the report. There was unanimous agreement that the report was grounded in reality, comprehensive and detailed, and that it was a forward-looking, hope-inspiring document—one that reflects a high-level perspective and instills confidence, while also serving as a powerful motivator and source of inspiration for all. In response to the numerous opinions and suggestions raised by employees regarding corporate development and their personal lives, Chairman Qu Jiguang provided careful and patient answers to each question. The conference then adopted, by a show-of-hands vote and with unanimous approval, both Chairman Qu Jiguang’s “Work Report” and Wang Chunfa’s “Explanation on the Adjustments to Employee Compensation and the Economic Responsibility System in 2018.”

The congress calls on us: our mission demands responsibility, and it charts the course for the future. Let us unite as one, strive with all our might, stay committed to our respective duties, and embrace the spirit of being true owners of the enterprise. Together, we must rally and lead all employees in dedicating ourselves to every aspect of our work, driven by a sense of urgency—knowing that time waits for no one—and seizing every moment to write a glorious new chapter in the development of our enterprise in the new era!
