On November 3, the results of the 2019–2020 National Outstanding Entrepreneur Selection, organized by the All-China Federation of Industry and Commerce and the China Enterprise Confederation, were announced, with Qu Jiguang, Chairman of the Group’s Board of Directors, honored as the 2019–2020 National Outstanding Entrepreneur.

According to reports, the National Outstanding Entrepreneur Selection is a major nationwide evaluation initiative organized by the All-China Federation of Industry and Commerce and the China Enterprise Confederation, held every two years. Since its inception in 2002, the selection has garnered extensive social influence, broad representativeness, and authoritative standing.
The guiding principle of this year’s selection initiative is to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of all policies and guidelines issued since the 19th National Congress of the Communist Party of China, to optimize the environment for the healthy growth of entrepreneurs, to leverage the exemplary and leading role of entrepreneurs, to promote, inspire, and safeguard the entrepreneurial spirit, to publicize model entrepreneurs, to foster a social climate that respects and encourages entrepreneurs to start businesses and pursue innovation, and to motivate the broad ranks of entrepreneurs to devote themselves with greater courage and wisdom to the reform and development of their enterprises, thereby boosting innovation-driven, green, and high-quality enterprise development.
Faced with a complex and ever-changing market environment, entrepreneurs across the board have thoroughly embraced and upheld the new development philosophy, using innovation as the driving force to accelerate high-quality enterprise development. In recent years, a number of outstanding enterprises and entrepreneurs have emerged for their remarkable contributions in such areas as patriotism and dedication, compliance with laws and regulations, hard work and perseverance, innovative development, commitment to quality, pursuit of excellence, integrity and contract adherence, fulfillment of social responsibilities, willingness to take on challenges, and service to society. Among them, Mr. Qu Jiguang, Chairman of the Board of Directors of the Group, who has been honored with the title of National Outstanding Entrepreneur, stands as an exemplary representative. With the ambition and boldness to surpass himself and lead the way, Mr. Qu has boldly implemented a “four-wheel-drive” strategy encompassing management innovation, technological innovation, product innovation, and market innovation. Through 20 years of relentless effort, he has guided the company’s employees in transforming a little-known, workshop-style small enterprise into a leading national group in the large-volume parenteral solutions industry—covering R&D, manufacturing, and export—and established a diversified, coordinated business model spanning the “formulation + active pharmaceutical ingredient + pharmaceutical packaging materials” value chain. This transformation has enabled the company to leap from a traditional industry to a strategic emerging one, successfully list on the Main Board of the Hong Kong Stock Exchange, and undergo a complete metamorphosis. The company has since received numerous prestigious awards, including the National May Day Labor Medal and the designation of National Model Enterprise for Technological Innovation, and has risen to become one of China’s Top 100 Pharmaceutical Companies and among the top 10 Chinese brands in the export of chemical pharmaceutical preparations.
On November 9, the Hebei Provincial Federation of Enterprises sent a congratulatory letter to Chairman Qu Jiguang, extending its heartfelt congratulations on his well-deserved recognition as a National Outstanding Entrepreneur for the 2019–2020 period. The letter noted that, in recent years, under your leadership, Shijiazhuang Sihua Pharmaceutical Group has earnestly implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, upheld the new development philosophy, and achieved a series of remarkable accomplishments.
