Provincial Science and Technology Awards Conference Held
On the morning of May 30, the Hebei Provincial Science and Technology Awards Ceremony and the celebration of “National Science and Technology Workers’ Day” were held in Shijiazhuang. Amid cheerful music, Qu Jiguang of the company took to the stage and received the First-Class Certificate for the Provincial Science and Technology Progress Award from Wang Dongfeng, Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the Provincial People’s Congress. This milestone marks another significant leap forward in the company’s efforts to advance scientific and technological progress.
Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor of the province, presided over the meeting. Provincial leaders Ye Dongsong, Liang Tiangeng, Tong Jianming, Fan Zhaobing, and Duan Huijun attended. Zhao Yide, Deputy Secretary of the Provincial Party Committee, read out the “Decision on Commending the Tenth Batch of Outstanding Scientific and Technological Workers in Hebei Province,” while Vice Governor Xu Jianpei read out the “Decision of the People’s Government of Hebei Province on the 2017 Hebei Provincial Science and Technology Awards.”
At the meeting, Wang Dongfeng presented the certificate to Sun Chenhua, the recipient of the 2017 Hebei Provincial Science and Technology Outstanding Contribution Award. Provincial leaders in attendance also presented certificates to representatives of the Hebei Provincial Natural Science Award, the Technological Invention Award, and the Science and Technology Progress Award, as well as to representatives of the 10th Hebei Provincial Outstanding Scientific and Technological Workers.
The project to establish and apply a quality-control technical system for soft-packaged large-volume parenteral solutions, organized and carried out by the company’s research team, has undergone more than ten years of comprehensive and systematic research and development. This effort has seamlessly integrated every stage—from the preparation and cleaning of polypropylene soft packaging to solution formulation, filling, sealing, and clinical use—thereby achieving end-to-end closed-system operation, superior product quality, environmental friendliness, and innovative integrated technologies. As a result, the safety of both the parenteral solutions and their pharmaceutical packaging materials has been significantly enhanced, leading to widespread adoption and application of soft-packaged infusion products and earning the trust of medical institutions both domestically and internationally.
This project has achieved four original breakthroughs: a one-step polypropylene process for manufacturing bottles and bags; clean negative-ion air washing technology; a combined system of vacuum-sealed, closed-loop material feeding and clean hot-air blowing; and the independent development of novel soft-packaged infusion products, including dual-valve upright polypropylene infusions and dual-chamber bag infusions. These innovations have significantly enhanced product quality and clinical efficacy, bringing the technological level to an internationally leading position.
In his address, Wang Dongfeng, on behalf of the Provincial Party Committee and the Provincial Government, extended warm congratulations to the advanced units and individuals honored and rewarded, and conveyed sincere greetings and high respect to all science and technology workers who have been diligently working on various fronts across the province. He pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to scientific and technological innovation, making strategic decisions and arrangements to build an innovative country and a world-leading science and technology power. Under the leadership and impetus of these decisions, China’s science and technology endeavors have intensified their efforts and accelerated their leapfrog development, achieving historic, comprehensive, and transformative changes and opening up new frontiers for China’s innovative development. General Secretary Xi Jinping’s important speech at the 19th Academician Conference of the Chinese Academy of Sciences and the 14th Academician Conference of the Chinese Academy of Engineering was visionary and overarching, profoundly insightful and rich in content, thereby charting the course forward and providing the fundamental guiding principles for building a world-leading science and technology power. All levels, departments, and units throughout the province must thoroughly study and implement the spirit of General Secretary Xi Jinping’s important instructions and the spirit of the 19th National Congress of the Communist Party of China, fully recognize the profound significance of promoting scientific and technological innovation, further align their thinking and actions closely with the major decisions and arrangements of the Party Central Committee, accelerate efforts to make up for Hebei’s shortcomings in scientific and technological innovation, promptly embark on the path of innovation-driven development, and achieve new and greater successes in innovative development, green development, and high-quality development.
Wang Dongfeng emphasized the need to intensify efforts in scientific and technological innovation to provide high-quality technological support for building a modernized economic system. It is essential to steadfastly regard innovation as the primary driving force behind development, with a central focus on enhancing the quality and efficiency of growth, a main thread of supporting supply-side structural reform, and improving the quality of the supply system as the principal area of attack. We must conscientiously organize and implement the Three-Year Action Plan for Scientific and Technological Innovation, giving priority to both R&D and the commercialization of scientific and technological achievements; vigorously develop platforms for scientific and technological innovation; make concerted efforts to build a collaborative innovation community in the Beijing–Tianjin–Hebei region; strive to transform the Xiong’an New Area into a smart city and a global hub of innovation; vigorously promote industrial technological innovation; and strategically develop emerging industries, thereby continuously strengthening Hebei’s capacity for innovation and competitiveness. We must foster and expand the ranks of innovation-driven entities by integrating the “Mass Entrepreneurship and Innovation, Dual Services” campaign, accelerating the development of high-tech enterprises, technology-based SMEs, industrial technology innovation alliances, new types of R&D institutions, and maker spaces, and comprehensively deepening reform of the science and technology management system to enhance the vitality and momentum of innovation-driven development. Furthermore, we must strengthen talent development by vigorously implementing the “Revitalizing Hebei through Talent” initiative, coordinating efforts in talent cultivation, recruitment, utilization, evaluation, the development of an entrepreneurial workforce, and the creation of an innovative environment, so as to stimulate the enthusiasm of the broad ranks of scientific and technological professionals for innovation and entrepreneurship.
Wang Dongfeng emphasized that Party committees and governments at all levels across the province must place scientific and technological innovation at a prominent position in their overall work, strengthen organizational leadership, increase investment, ensure effective implementation of policies, reinforce supervision and performance assessment, and extend greater care and support to science and technology professionals, thereby fostering a robust societal atmosphere that champions science and technology and supports innovation. Science and technology associations at all levels throughout the province should fully leverage their role as a bridge and link, steadfastly serving science and technology professionals, supporting innovation-driven development, enhancing the public’s scientific literacy, and providing sound scientific advice to the Party and government, so as to unite and guide the broad ranks of science and technology professionals in actively engaging in scientific and technological innovation. All science and technology professionals are called upon to strengthen their “four consciousnesses,” firmly uphold their “four confidences,” and deeply embrace the guiding principle of using innovative science and technology to serve the nation and benefit the people. They should vigorously carry forward the great spirit of creation and the spirit of hard work, consciously stand at the forefront of innovation and development, courageously seize the commanding heights of scientific and technological innovation, and contribute more and better scientific and technological achievements to building an innovative Hebei.
Xu Qin pointed out that science and technology underpin development, and innovation leads the future. All levels throughout the province must thoroughly study and implement General Secretary Xi Jinping’s strategic thinking on scientific and technological innovation, elevate their political awareness, and accord greater strategic priority to scientific and technological innovation. In accordance with the requirements of Secretary Wang Dongfeng, we must act with a strong sense of responsibility and urgency—driven by the imperative posed by the current situation, the challenges we face, and the mission entrusted to us—to steadily advance the strategy of innovation-driven development. We must adopt a down-to-earth, pragmatic approach to ensure rigorous implementation of all tasks, taking as our motivation the fact that our province has been commended by the State Council for achieving notable results in improving local research infrastructure, optimizing the environment for scientific and technological innovation, promoting the transfer and commercialization of scientific and technological achievements, and effectively implementing major national policies on science and technology reform and development. We should make full use of national reward and support policies, vigorously carry out the Three-Year Action Plan for Scientific and Technological Innovation, and focus on building innovation platforms, fostering innovation entities, developing innovation hubs, and facilitating the commercialization of scientific and technological advances, so as to ensure that the Party Central Committee, the State Council, and the provincial Party Committee and provincial government’s arrangements for scientific and technological innovation are effectively implemented and yield tangible results. We must deepen reform of the science and technology management system, further advance reforms such as incentive mechanisms for scientific and technological personnel and systems for the distribution of revenues from the commercialization of research outcomes, strengthen coordination with fiscal, tax, financial, and industrial policies, and conduct in-depth “mass entrepreneurship and innovation” and “service-oriented” initiatives, thereby striving to open up a new chapter in building an innovative Hebei.
