Recently, the Shijiazhuang Municipal Science and Technology Bureau announced the list of newly established municipal-level industrial technology research institutes for 2022, selecting 25 institutions on a competitive basis. Shijiazhuang Sihua Pharmaceutical Co., Ltd. was approved to establish the Shijiazhuang Municipal Industrial Technology Research Institute for Sterile Chemical Preparations.

Shijiazhuang Sihua Pharmaceutical Co., Ltd. was approved to establish the Shijiazhuang Municipal Industrial Technology Research Institute for Sterile Chemical Preparations.
According to reports, the Shijiazhuang Municipal Industrial Technology Research Institute is established under the leadership of “chain-leader” or backbone enterprises registered within the city’s industrial chain, in collaboration with domestic and international universities, research institutes, and other enterprises related to the industrial chain. The institute is oriented toward industrial development, with the goal of enhancing technological innovation capabilities and market competitiveness. It integrates relevant scientific and technological innovation resources, conducts technology innovation across the entire industrial value chain, and undertakes such activities as R&D and integration of common and critical technologies for the industry, transfer and commercialization of scientific and technological achievements, provision of industrial technical services, recruitment and training of talent, and strategic research on industrial development. The construction period for the municipal industrial technology research institute is two years; upon completion, the Municipal Science and Technology Bureau will conduct a performance evaluation of the institute’s construction tasks and indicators in accordance with the provisions set forth in the project proposal and task assignment document. Institutes that pass the evaluation will be incorporated into the management system and subject to performance assessments at the municipal level; those that fail to pass will have their designation revoked.
As a key pillar enterprise in Shijiazhuang’s pharmaceutical industry, Shijiazhuang Sihua Pharmaceutical boasts a world-class drug R&D platform, including a nationally recognized Enterprise Technology Center and a National–Local Joint Engineering Laboratory, underscoring its robust scientific research capabilities. The newly approved Shijiazhuang Municipal Research Institute for Sterile Chemical Pharmaceutical Preparations will focus on the field of sterile chemical pharmaceutical preparations, integrating technological resources from universities, research institutes, and upstream and downstream enterprises in the industry to conduct R&D on common and critical technologies, break through technical bottlenecks hindering industrial development, generate a series of innovative achievements with independent intellectual property rights, and enhance the region’s capacity for independent innovation in this specialized sector.
“Going forward, we will focus squarely on the primary objectives of establishing the municipal-level Industrial Technology Research Institute, concentrating on R&D of common and critical technologies for the industry, technology transfer and commercialization, technical services, and talent development. We will strive to create a seamless, end-to-end research chain spanning technology, process innovation, product development, and application, continuously elevating the sophistication and competitiveness of industrial development, and contributing the ‘Four Pharmaceutical’ expertise to accelerating breakthroughs in our city’s biopharmaceutical sector and building a cluster worth hundreds of billions of yuan,” said the head of the Shijiazhuang Four Pharmaceutical R&D Center.
