He also visited enterprises such as Hebei Guangxiang Pharmaceutical Co., Ltd. of Shijiazhuang Sihua Pharmaceutical Group to gain first-hand insights into their production, operations, and development. Gong Jianjun, Deputy Secretary of the Party Working Committee and Director of the Management Committee of the Cangzhou Bohai New Area, as well as Deputy Secretary of the CPC Huanghua Municipal Committee, Vice Mayor, and Acting Mayor of Huanghua, accompanied him on the inspection and supervision tour.

At Guangxiang Pharmaceutical, Dong Mingyan conducted a detailed inquiry with Wu Hengyao, President of Shijiazhuang No. 4 Pharmaceutical Group, and Cui Yongbin, Chairman of Guangxiang Pharmaceutical, on matters such as work safety, market development, research and innovation, and strategic planning. Dong Mingyan commended Guangxiang Pharmaceutical for leveraging the industrial development advantages of Shijiazhuang No. 4 Pharmaceutical, seizing the opportunities presented by the coordinated development of the Beijing–Tianjin–Hebei region, and achieving remarkable results in accelerating the dual circulation—both domestic and international—through innovation-driven initiatives and capital operations.

Dong Mingyan emphasized that the Lingang Economic and Technological Development Zone, as a national-level development zone, serves as a golden brand for attracting foreign investment and fostering domestic economic development. It is essential to uphold high-end, green-led development, ground efforts in smart, low-carbon growth, and adjust and optimize industrial layout to consolidate the strengths of green petrochemicals, new materials, and biopharmaceuticals while driving the transformation and upgrading of traditional industries. Furthermore, we must adhere to innovative, green, and high-quality development, with project construction at the core, fully advancing key projects at critical milestones, and focusing on strengthening, extending, and complementing industrial chains to promote intensive, cluster-based industrial development. We should also make full use of the Beijing–Hebei “joint construction, joint management, and shared benefits” model, continuously attract science and technology innovation resources, amplify the agglomeration effect of collaborative innovation platforms, accelerate the commercialization of scientific and technological achievements within the zone, and maintain our leading position among provinces and cities in the coordinated development of the Beijing–Tianjin–Hebei region.

Dong Mingyan urged that efforts be intensified to further improve the construction of an intelligent platform for accident prevention and emergency management, to ensure robust performance in workplace safety and ecological and environmental protection, to firmly establish the concept of safe development, to rigorously implement the workplace safety responsibility system, and to step up the identification and rectification of safety hazards, so as to continuously improve the workplace safety situation. He also emphasized the need to continually optimize the business environment, effectively implement policies for enterprises entering the park, and provide “nanny-style” end-to-end services to enterprises and projects that have signed agreements and established operations within the park. In addition, he called for strengthening infrastructure development, improving the functional support systems of the chemical industrial park, enhancing the park’s capacity to accommodate more enterprises and projects, and making all-out efforts to promote the high-quality, leapfrog development of the Lingang Economic and Technological Development Zone.
