【SUMMARY】 On the afternoon of July 14, Zhang Chaochao, Secretary of the Municipal Party Committee, held a working meeting with Jin Nengming, Secretary of the Party Committee of China Pharmaceutical University, and his delegation. During the meeting, the two sides exchanged views and coordinated efforts on deepening university–local cooperation, achieving mutually beneficial development, and contributing to the city’s pioneering breakthroughs in the biopharmaceutical industry.

On the afternoon of July 14, Zhang Chaochao, Secretary of the Municipal Party Committee, held a working meeting with Jin Nengming, Secretary of the Party Committee of China Pharmaceutical University, and his delegation. During the meeting, the two sides exchanged views and coordinated efforts on deepening university–local cooperation, achieving mutually beneficial development, and contributing to the city’s pioneering breakthroughs in the biopharmaceutical industry.

China Pharmaceutical University is the first national institution of higher education in pharmacy in China’s history. It is a multidisciplinary, research-oriented university with pharmacy as its signature discipline, and its pharmacy-related academic cluster—led by pharmacy and traditional Chinese medicine—has consistently maintained a leading position domestically, earning it the well-deserved reputation as “the cradle of biopharmaceutical talent in China.” In 2017, the university was designated as a key institution under the national “Double First-Class” initiative. The visit to Shijiazhuang by Jin Nengming and his delegation aims to conduct field research and explore opportunities for university–local government collaboration.

Zhang Chaochao, on behalf of the Municipal Party Committee and the Municipal Government, extended a warm welcome to Jin Nengming and his delegation, and provided an overview of Shijiazhuang’s economic and social development. He noted that this year marks the convening of the 20th National Congress of the Communist Party of China, as well as a pivotal year for Shijiazhuang—when the city’s economic output is expected to surpass RMB 1 trillion, enabling it to leapfrog ahead and achieve accelerated development. Throughout the city, all levels are steadfastly guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, vigorously promoting study and dissemination of the book “Let the People Live a Good Life: Xi Jinping’s Footprints in Zhengding,” thoroughly implementing the CPC Central Committee’s important directives to “contain the epidemic, stabilize the economy, and ensure secure development,” and rigorously carrying out the arrangements and requirements set forth by the Provincial Party Committee and the Provincial Government. Efforts are being made to effectively coordinate epidemic prevention and control with economic and social development, accelerate the building of a modern, international, and beautiful provincial capital, and strive to establish Shijiazhuang as a regional central city within the Beijing–Tianjin–Hebei world-class urban agglomeration centered on the capital. From January to May this year, the city’s major economic indicators continued to post double-digit growth. Shijiazhuang enjoys a solid foundation for industrial development. Taking into account factors such as resource endowments and development prospects, the Municipal Party Committee and the Municipal Government have decided to prioritize breakthroughs in two key industries—next-generation information technology and biopharmaceuticals—and to foster more than five industrial clusters each with an output value exceeding RMB 100 billion. In the biopharmaceutical sector, we are accelerating the construction of the Shijiazhuang International Biopharmaceutical Industrial Park, which is driving rapid expansion of the industry. At the same time, the city is vigorously implementing a talent-strengthening strategy; at the City Conference on High-Quality Development of Science, Education, and Health, it was explicitly stated that we will optimize the spatial distribution of educational and medical resources to build influential regional education and healthcare hubs. It can thus be said that cooperation between the two sides rests on a solid developmental foundation and favorable practical conditions. China Pharmaceutical University is renowned as the “cradle of biopharmaceutical talent in China.” We hope that both sides will deepen pragmatic cooperation in areas such as scientific and technological innovation, the commercialization of research outcomes, and talent cultivation, establish mutually beneficial platforms, and jointly pursue high-quality, leapfrog development. We warmly invite everyone to visit Shijiazhuang more often, explore its potential, and offer valuable suggestions for the development of the city’s biopharmaceutical industry. Jin Nengming provided an overview of the development of China Pharmaceutical University and expressed his appreciation for our city’s vigorous efforts to promote the biopharmaceutical industry and to build the Shijiazhuang International Biopharmaceutical Industrial Park. He noted that Shijiazhuang is home to numerous well-known pharmaceutical companies, including North China Pharmaceutical Group, Shiyao Group, Shijiazhuang Sihua Pharmaceutical, Yiling Pharmaceutical, and Shenwei Pharmaceutical, giving the city a strong industrial foundation, a rich pool of scientific research talent, and broad prospects for future development. Mutually beneficial cooperation is the crucial cornerstone for establishing a long-term strategic partnership between the university and the local government. The purpose of this visit to Shijiazhuang for research and inspection is to deepen talent collaboration between the university and the city, to establish a coordinated talent-development mechanism, to explore new models of cooperation, and to carry out in-depth collaborative initiatives. China Pharmaceutical University hopes that both sides will pinpoint specific areas of cooperation, put in place effective mechanisms for mutual engagement, achieve seamless integration, and elevate the integrated development of government, industry, academia, and research to a new level.

Leaders from China Pharmaceutical University—Dai Jianjun and Lu Tao—along with municipal leaders Liu Junzhi and Luo Li, responsible officials from the High-tech Industrial Development Zone and relevant municipal departments, and heads of Shijiazhuang Sihua Pharmaceutical Group, attended the meeting.
