On January 18, the National Healthcare Security Administration announced the results of the adjustment to the National Reimbursement Drug List and released the new edition of the list. The updated “National Basic Medical Insurance, Work Injury Insurance, and Maternity Insurance Drug List (2022)” includes a total of 2,967 drugs, comprising 1,586 Western medicines and 1,381 traditional Chinese patent medicines. According to available information, Shijiazhuang Sihua Pharmaceutical Group’s new product, lacosamide injection (20 mL: 0.2 g), has been included in the National Essential Medicines List under the section for drugs subject to price-negotiation during the agreement period, while the new product bupropion tablets have been added to the standard Western-medicine section. Lacosamide injection is primarily indicated for adjunctive treatment of partial seizures in patients with epilepsy, whereas bupropion tablets are mainly used for the treatment of schizophrenia. Shijiazhuang Sihua Pharmaceutical is the first domestic pharmaceutical company to obtain production registration approval for bupropion tablets.
According to reports, this round of adjustments to the National Essential Medicines List has added 111 drugs while removing 3. A total of 121 drugs were successfully negotiated or subjected to competitive bidding, achieving an overall success rate of 82.3%, the highest on record. The newly included drugs through negotiation and bidding have seen average price reductions of 60.1%. This adjustment is expected to reduce patients’ financial burden by more than RMB 90 billion over the next two years.
The National Healthcare Security Administration has, for three consecutive years, made COVID-19 therapeutic drugs a criterion for inclusion in the national medical insurance drug list. As a result, two drugs—Azvudine tablets and Qingfei Paidu Granules—have been officially added to the list following price negotiations that resulted in reduced reimbursement rates. Among the 25 marketed drugs covered in the 10th edition of the Diagnosis and Treatment Protocol for COVID-19, 21 have now been formally included in the national medical insurance drug list.
Since its establishment in 2018, the National Healthcare Security Administration has conducted five consecutive rounds of adjustments to the National Reimbursement Drug List, adding a total of 618 drugs to the national medical insurance reimbursement scope. At the same time, a number of drugs with uncertain efficacy, those prone to clinical overuse, or those that have been phased out have been removed from the list, thereby driving profound changes in drug utilization. In addition, seven rounds of nationally organized centralized bulk procurement of drugs have been carried out, resulting in average price reductions of more than 50% for winning bids. Concurrently, the pace at which innovative drugs are included in the national reimbursement system has markedly accelerated, prices of commonly used medications have fallen significantly, and coverage for essential medicines for major diseases and special populations has been substantially enhanced, leading to a substantial reduction in patients’ medication costs.
