Uniting our efforts around new goals and setting sail once more. On January 29—the eighth day of the first lunar month—under the radiant spring sunshine, Shijiazhuang Sihua Pharmaceutical Group solemnly convened its 2023 Policy and Objective Launch Conference. Middle- and senior-level managers from all of the Group’s centers, business units, and subsidiaries gathered to pool their wisdom and strength, chart a new blueprint for the enterprise’s high-quality development in the year ahead, and strive to write a new chapter of leapfrog growth in the new era. Leaders Qu Jiguang, Su Xuejun, Wu Hengyao, and others attended the meeting, which was chaired by Shi Jianhui.

At the meeting, Group President Wu Hengyao delivered a work report on the formulation of the 2023 strategic objectives, systematically reviewed the Group’s production and operational performance in 2022, and provided an overview of the process for developing the 2023 strategic objectives.

The heads of the Pharmaceutical Business Unit, Active Pharmaceutical Ingredient Business Unit, R&D Center, Finance and Information Center, Manufacturing Center, Central Procurement Center, Strategic Development and Human Resources Center, Equipment and Environmental Protection Center, Engineering Management Center, Safety Management Center, as well as the subsidiaries Guangxiang Pharmaceutical, Guolong Pharmaceutical, Youyi Chemical, Bosheng Medical Devices, Hanlin Technology, and others, each delivered a detailed report on the 2023 strategic objectives and tasks, specific implementation measures, innovative initiatives, and key work milestones and timelines. Group leaders Qu Jiguang, Su Xuejun, Wu Hengyao, and others provided comments and guidance.

After hearing the presentation of policies and objectives from each center, business unit, and subsidiary, Qu Jiguang, Chairman of the Group’s Board of Directors, set forth his requirements and expectations for the successful execution of the 2023 operating plan. He noted that in 2022, the Group’s employees demonstrated unwavering dedication, a strong sense of responsibility, and an indomitable fighting spirit, overcoming numerous challenges to achieve new breakthroughs, make fresh progress, and deliver outstanding results in areas such as R&D innovation, market development, project construction, quality assurance, and workplace safety—resulting in record-high performance across key economic indicators. In particular, in the face of the most severe and complex challenges encountered during the three-year pandemic response, our employees remained steadfast at their posts and persevered through relentless efforts, embodying the great spirit of epidemic control through their concrete actions and earning well-deserved admiration for their remarkable contributions. On behalf of the Group’s Board of Directors and the leadership team, he extended heartfelt gratitude and profound respect to all employees who have made outstanding contributions to advancing the Group’s innovative, high-quality development.

With regard to effectively carrying out the 2023 business operations, Qu Jiguang emphasized the need to focus on four key areas: First, we must firmly establish the “product-first” philosophy, intensify efforts to develop and master pioneering new products, and, while maintaining our industry-leading position in the number of approved and filed generic drug applications, further promote the deep integration of the innovation chain, industrial chain, and value chain. Second, we must adopt a “market-first” mindset, set a target of RMB 10 billion in revenue, and, while continuing to hold the leading position in the intravenous infusion production and sales sector, strive for new breakthroughs in marketing for oral dosage forms, aqueous injectable formulations, active pharmaceutical ingredients, and pharmaceutical packaging materials. Third, we must firmly embrace the “project-first” principle, initiate and implement a number of key technological upgrading projects at a high starting point, to high standards, and at a high level, thereby building momentum and gaining a competitive edge for the Group’s development. Fourth, we must uphold the “management-first” philosophy, conduct in-depth training and promotion of advanced management practices such as “Three Zeros,” “Five Leads,” and “Seven Focus Areas,” refine and improve the performance appraisal system, framework, and mechanisms to align with the Group’s rapid growth, accelerate the enhancement of refined management, and unlock greater efficiency through scientific management.

The greatest truths are often the simplest, and practical action is paramount. To fully implement the requirements of the conference, Su Xuejun, Chairman of Shijiazhuang No. 4 Pharmaceutical, stated in his address that the company must align with the Group’s policy guidelines—“focus on the new positioning, seize new opportunities, pioneer new growth areas, cultivate new competitive advantages, deliver new achievements, and achieve a new leap forward”—while simultaneously coordinating efforts across both domestic and international markets and integrating R&D innovation with the commercialization of research outcomes. By doing so, the company can ensure the sustained, healthy operation of its business, bolster its confidence, set higher internal standards, work diligently and relentlessly, and strive courageously and tenaciously to create an even brighter and more prosperous future for the Shijiazhuang No. 4 Pharmaceutical Group.

The new era inspires us to forge ahead, and the new blueprint fills us with hope. The conference calls on all employees to maintain strategic resolve, uphold unwavering conviction and confidence, bravely assume responsibility and take action, and commit ourselves wholeheartedly to unity and struggle. We must seize the rare development opportunities created by Shijiazhuang’s efforts to encourage and support the biopharmaceutical industry in achieving breakthroughs and building a cluster worth hundreds of billions of yuan, and continue to actively join the vibrant tide of our times. With the spirit of “doing ten times what others do when they do one, and a hundred times what others do when they do ten,” we will pursue truth and pragmatism, strive for excellence through healthy competition and relentless effort, and work tirelessly to deliver outstanding results for Shijiazhuang Sihua Pharmaceutical Group, thereby securing even greater victories and glory on the new journey of the new era.
