I. Tender Project:
Shijiazhuang Sihua Pharmaceutical Co., Ltd. is conducting an open international tender for cardboard boxes for the year 2023 and cordially invites your company to submit a bid. We look forward to establishing a long-term cooperative relationship that delivers mutual benefits.
II. The specific matters are as follows:

III. Bidding Requirements:
1. Bidding entities shall submit photocopies of their business license (integrated three-in-one certificate), bank account opening permit, and the legal representative’s identity card. If the bidder is not the legal representative himself/herself, a power of attorney issued by the legal representative and the bidder’s identity card must also be provided. All the aforementioned qualifications and supporting documents must be affixed with the official seal of the entity.
2. Bidding entities shall possess sufficient production capacity and sound creditworthiness; shall have no adverse records as verified through the “Discredited Persons Subject to Enforcement” portal on the China Execution Information Disclosure Website (website: http://zxgk.court.gov.cn); shall have no significant violations of laws or regulations in their business operations; and shall be able to ensure the timely, accurate, and quality-assured completion of the winning bid in accordance with the tenderer’s requirements.
3. Bidding entities must possess the financial, technical, and managerial capabilities necessary to fulfill the contract.
4. This tender does not permit joint bidding by multiple entities, nor the subcontracting of contracted work after award.
5. Bidding entities must pass the qualification review conducted by the tendering entity.
6. Settlement Principle: Settlement shall be based on the quantity of finished products produced by the tendering entity.
7. Delivery Principles: The tendering entity shall maintain no inventory; the bidding entity shall be responsible for delivering goods daily to the location specified by the tendering entity.
8. Settlement Period: 90 days after delivery of goods and issuance of invoice (subject to the winning bid contract).
9. The tender shall be declared void if any of the following circumstances occurs:
(1) Illegal or non-compliant conduct that undermines the fairness of procurement.
(2) Where the procurement task is canceled due to a major unforeseen event.
IV. Submission Deadline for Bids:
Prior to 1:30 p.m. on March 25, 2023, bids shall be submitted on-site in triplicate (one original and two copies), all of which must be sealed. The bid documents shall be provided in both hard-copy form and electronic format—specifically, an Excel file stored on a USB flash drive. All paper-based materials must be stamped with a cross-stitch seal along the spine. Detailed requirements for the composition of the bid documents are set forth in the tender documentation issued by the tendering entity.
V. On-site Bidding: The tendering entity’s bidding committee shall organize the bidding process and determine the shortlisted manufacturers as well as the final winning supplier.
6. During the cooperation period following the award of the contract, the winning bidder shall strictly comply with the relevant contract provisions. The tendering entity may, at its discretion, designate the winning bidder to deliver goods directly to the factory premises, and the tendering entity makes no commitments whatsoever regarding the volume of cooperation.
