The company has ranked among the Top 100 Private Enterprises in the Province and the Top 100 Private Manufacturing Enterprises.

“We must thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th National Congress of the Communist Party of China, earnestly carry out the important instructions of General Secretary Xi Jinping on the development of the non-public sector, comprehensively promote the high-quality development of the private economy, and provide strong support for building a province with a robust economy and a beautiful Hebei.” This was the requirement put forward by Wang Dongfeng, Secretary of the Provincial Party Committee and Chairman of the Standing Committee of the Provincial People’s Congress, at the Provincial Conference on the Development of the Private Economy on June 25.

Xu Qin, Deputy Secretary of the Provincial Party Committee and Governor, presided over the meeting. Zhao Yide, Deputy Secretary of the Provincial Party Committee; Gao Zhili, Member of the Standing Committee of the Provincial Party Committee and Head of the United Front Work Department; and Li Qian, Vice Governor, attended the meeting at the main venue. Yuan Tongli, Member of the Standing Committee of the Provincial Party Committee and Executive Vice Governor, presented the results of the 2017 assessment of private-sector economic development in cities and counties (county-level cities).

At the conference, the Top 100 Private Enterprises in the Province, the Top 100 Private Manufacturing Enterprises in the Province, and the Top 100 Private Service Enterprises in the Province were announced. The company ranked 65th on the Provincial Top 100 Private Enterprises list and 49th on the Provincial Top 100 Private Manufacturing Enterprises list.

According to reports, this selection process is open to limited liability companies and joint-stock companies in our province that are controlled by non-public economic entities and duly registered. The evaluation is based on “operating revenue” as the primary indicator to rank participating enterprises; moreover, any enterprise that fails to comply with administrative penalty decisions issued by environmental protection authorities or that is listed as a discredited judgment debtor will be subject to an automatic veto.

Wang Dongfeng pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to the development of the private sector. General Secretary Xi Jinping has delivered a series of important speeches and issued a number of significant instructions, thereby charting the course for advancing the development of the private sector. All levels, departments, and units across the province must adopt a strategic perspective rooted in the new era’s commitment to upholding and developing socialism with Chinese characteristics, earnestly enhance their understanding of the profound significance of high-quality development of the private sector, maintain a firm political stance, clearly assess the situation, seize historic opportunities, and strengthen their sense of responsibility, urgency, and mission in promoting the development of the private sector, so as to elevate its high-quality development to a new level.

Wang Dongfeng set forth the following development goals for the private sector in our province: by the end of 2020, the share of value added from the private sector in the province’s GDP is to reach at least 70%; the number of market entities per 10,000 people is to exceed the national average; and the proportion of employment absorbed by the private sector in the secondary and tertiary industries is to reach around 80%. In addition, the number of technology-based small and medium-sized enterprises is to exceed 80,000; private enterprises are to hold more than 85% of Hebei Province’s renowned brand products; among Hebei-based companies listed in the Top 500 Private Enterprises in China, those in strategic emerging industries and modern services are to account for more than 60%; and tax revenues from the private sector are to constitute over 75% of total tax revenue.

Wang Dongfeng emphasized the need to firmly establish and conscientiously implement the new development philosophy, so as to comprehensively enhance the quality and level of private-sector development in Hebei. First, we must accelerate the adjustment, optimization, and upgrading of the industrial structure, taking supply-side structural reform as the central task, speeding up the transition of private enterprises from old to new growth drivers, and solidly promoting the agglomeration and development of the private sector in high-end, high-tech industries. Second, we must vigorously advance innovation-driven development, encouraging and guiding private enterprises to deepen the integration of industry, academia, research, application, and military–civilian cooperation, facilitate the incubation and commercialization of scientific and technological achievements from Beijing and Tianjin, foster the growth of technology-based small and medium-sized enterprises and high-tech enterprises, cultivate independently innovative brands, and continuously strengthen the overall strength of the private sector. Third, we must expedite the establishment of a modern corporate governance system, actively advancing reforms of the diversified ownership structure, corporate governance framework, and operational management systems of private enterprises, and striving to elevate the level of modern management in the private sector. Fourth, we must accelerate both domestic and international opening-up, actively attracting strategic investors from home and abroad to invest and develop in Hebei, deeply integrating into the Belt and Road Initiative, building platforms for external openness, and proactively expanding the space for private-sector development. Fifth, we must speed up the cultivation of a high-caliber contingent of entrepreneurs, stimulate and protect the entrepreneurial spirit, guide entrepreneurs to uphold Party leadership and fulfill their social responsibilities, and provide robust talent support for the development of the private sector.

Wang Dongfeng emphasized the need to carry out the “Innovation, Entrepreneurship, Service, and Support” campaign in depth, substantially strengthen assistance, support, and service guarantees, and strive to create a favorable environment and conditions for the sustained and healthy development of the private sector. Efforts should be focused on fostering a new type of government–business relationship characterized by both closeness and integrity, and on cultivating a sound service environment. Greater policy support must be provided by comprehensively relaxing market access, enhancing fiscal, tax, and financial incentives, ensuring effective implementation of policies, and thereby creating a conducive policy environment. Furthermore, the “delegation, regulation, and service” reform should be deepened to genuinely reduce the burden on enterprises, foster a favorable administrative environment, and build a strong societal atmosphere of concern for and support of the private sector, so as to usher in a new phase of high-quality development for the private economy in our province.
