Stepping into the API R&D Laboratory of the Pharmaceutical Research Institute at Shijiazhuang Sihua Pharmaceutical Co., Ltd., Tong Qiaolin, a post-1980s researcher, is leading his team in intensive work.

Tong Qiaolin is one of the high-level science and technology innovation and entrepreneurship talents recruited by Shijiazhuang. He currently works at Shijiazhuang Sihua Pharmaceutical Co., Ltd., where he serves as the Director of the First Raw Materials Division of the company’s Pharmaceutical Research Institute. Since joining the company, he has led his R&D team in continuous innovation and breakthroughs. In recent years, Shijiazhuang has fostered a robust environment for scientific and technological innovation by attracting high-caliber talent in this field and nurturing leading technology enterprises, thereby steadily enhancing the city’s overall research and innovation capacity and level and injecting strong momentum into the city’s high-quality economic development.

Since joining Shijiazhuang Sihua Pharmaceutical Co., Ltd., Tong Qiaolin has been relentlessly busy, often leaving home under the starlight and returning home bathed in moonlight. “R&D work demands total dedication; especially during critical stages, working overtime is the norm,” Tong Qiaolin said with a smile.

In Tong Qiaolin’s view, research and development innovation is a long-term endeavor that requires sustained effort; it is by no means something that can be achieved overnight. As a high-caliber talent in science and technology innovation and entrepreneurship, he feels deeply fulfilled to be able to leverage his abilities to drive the company’s growth.

In recent years, Shijiazhuang has actively cultivated and attracted high-caliber science and technology innovation and entrepreneurship talent like Tong Qiaolin, continuously expanding the city’s pool of scientific and technological innovators and enhancing its overall research and innovation capacity and level.

Since joining Shijiazhuang Sihua Pharmaceutical Co., Ltd., Tong Qiaolin has devoted himself wholeheartedly to the research and development of active pharmaceutical ingredients. Under his leadership, his team has developed a manufacturing process for vortioxetine hydrobromide API that replaces the expensive palladium catalyst with a low-cost alternative, thereby significantly reducing production costs while maintaining high yields; they have also developed a manufacturing process for metoclopramide hydrochloride API by designing a novel synthetic route that shortens the number of reaction steps and improves yield, and by employing environmentally friendly, low-cost chlorinating reagents, which further lowers production costs and reduces the generation of solid waste…

Currently, more than ten active pharmaceutical ingredients spearheaded by Tong Qiaolin have entered industrial-scale production, generating substantial economic benefits for the company. He has also served as the principal investigator on five provincial- and municipal-level research projects, filed six invention patent applications, and participated in the development of seven national standards. In light of these achievements, Tong Qiaolin’s Talent Green Card—previously classified as a Category B card—was upgraded to a Category A card in 2024.

Tong Qiaolin said that during his five years working in Shijiazhuang, he deeply felt the city’s strong demand for and respect of talent, as well as the comprehensive care and support it provides to newly recruited professionals—for example, the Talent Green Card has granted him priority access in areas such as daily life, travel, medical services, and home purchase and rental. “After earning my Ph.D. from Shenyang Pharmaceutical University in 2019, I joined Shijiazhuang Sihua Pharmaceutical Co., Ltd. Thanks to the company’s focused development programs and several years of on-the-job training, my Talent Green Card, originally classified as a Category B card, has now been upgraded to a Category A card,” Tong Qiaolin noted. He added that the Shijiazhuang Talent Green Card has truly delivered exceptionally favorable benefits.

“My spouse and I both come from a suburban county near Shijiazhuang. Thanks to the Talent Green Card, we receive a monthly rent subsidy of 3,000 yuan—a truly substantial benefit that has eliminated our biggest financial worry,” said Tong Qiaolin. He added that holding the Talent Green Card Type A also entitles him to a generous home-purchase subsidy, which he finds especially encouraging. These days, he and his spouse are discussing buying their own home.

What moved Tong Qiaolin even more was that Shijiazhuang has provided substantial research funding to high-level innovation and entrepreneurship talents like them, supporting their efforts to attract technology-driven,成果-driven, and project-driven talent and projects to Shijiazhuang for development, with a focus on key industries.
