On January 14, a centralized signing ceremony was held for strategic cooperation between the Hebei Provincial Biopharmaceutical Technology Innovation Service Platform and the first batch of 16 partner organizations, marking another significant step forward in the province’s efforts to promote innovation and development in the biopharmaceutical industry. Shijiazhuang Sihua Pharmaceutical was among the platform’s inaugural strategic partners.
On January 14, a centralized signing ceremony was held for strategic cooperation between the Hebei Provincial Biopharmaceutical Technology Innovation Service Platform and the first batch of 16 participating institutions, marking another significant step forward in the province’s efforts to promote innovation and development in the biopharmaceutical industry. Shijiazhuang Sihua Pharmaceutical was among the platform’s inaugural strategic partners.
According to available information, the first batch of 16 enterprises and medical institutions includes two medical institutions—Hebei Provincial Hospital of Traditional Chinese Medicine and Shijiazhuang Municipal Hospital of Traditional Chinese Medicine—and 14 pharmaceutical and medical device manufacturers, including North China Pharmaceutical Group, Shiyao Group Ouyi Pharmaceutical, Shijiazhuang Sihua Pharmaceutical, Yiling Pharmaceutical, and Shenwei Pharmaceutical Group.
The Hebei Provincial Biopharmaceutical Technology Innovation Service Platform was spearheaded by the Provincial Drug Administration and took more than two years to build. It is designed to thoroughly implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, carry out the policies of the Hebei Provincial Party Committee and Provincial Government supporting the high-quality development of the biopharmaceutical industry, and fulfill the requirements set forth at the Provincial Party Committee’s Economic Work Conference. The platform seeks to deeply integrate the strengths of various stakeholders—including technical support institutions within the drug regulatory system, universities, medical institutions, and enterprises—to address challenges such as insufficient supporting services for biopharmaceutical R&D and to promote the high-quality development of the province’s biopharmaceutical industry.
According to reports, the Biopharmaceutical Technology Innovation Service Platform offers a comprehensive suite of services, including clinical bio-sample testing, technical review and evaluation, and guidance on drug and medical device review and approval. It will also facilitate the provision of extended services such as non-clinical safety assessments of drugs and testing of cell-based products. The platform will adopt a working model characterized by “early engagement, tailored solutions for each enterprise, end-to-end guidance, and coordinated research–review collaboration.” To this end, it has established dedicated “one enterprise, one team” technical assistance groups that leverage the platform’s resources to deliver customized, full-process services to enterprises.
As a major pharmaceutical-producing province, Hebei’s establishment of a biopharmaceutical technology innovation service platform is a concrete measure to implement the “Opinions on Comprehensively Deepening Regulatory Reform of Drugs and Medical Devices and Promoting High-Quality Development of the Pharmaceutical Industry.” It represents an effective means of fully supporting research and development and innovation in drugs and medical devices, will inject new vitality into the province’s biopharmaceutical industry, and will drive the high-quality development of Hebei’s biopharmaceutical sector.
