“The Provincial Government Work Report outlines eight priority areas for 2025, the first of which is to concentrate on developing new-quality productive forces and building a modern industrial system. Notably, this section specifically emphasizes the need to strengthen the biopharmaceutical industry, which has further reinforced our confidence as a pharmaceutical company in pursuing R&D-driven innovation and integrated “active pharmaceutical ingredient plus finished dosage form” development.” On the afternoon of January 16, Su Xuejun, a deputy to the Hebei Provincial People’s Congress and Chairman of Shijiazhuang Sihua Pharmaceutical Co., Ltd. (hereinafter referred to as “Shijiazhuang Sihua”), had just returned to work after attending the Two Sessions of Hebei Province and promptly brought the spirit of the sessions down to the grassroots level and put it into practice.

“The Provincial Government Work Report emphasizes the need to build an innovative Hebei by increasing R&D investment and fully implementing policies such as the additional deduction for R&D expenses. It also calls for deepening the deployment of science-and-technology special task forces to provide targeted assistance, supporting leading enterprises in spearheading the establishment of innovation consortia, and accelerating the commercialization of scientific and technological achievements. All of these represent high expectations and strong support for our biopharmaceutical companies.” Su Xuejun meticulously conveyed each of these favorable policies brought back from the Two Sessions, further inspiring his colleagues to boost their morale, renew their drive, and pool their collective strength to pursue and accomplish ambitious goals.

Following the briefing session, Su Xuejun promptly proceeded to the Active Pharmaceutical Ingredient Development Center to conduct an on-site inspection of the R&D activities.

In 2024, Shijiazhuang Sihua Pharmaceutical obtained approval for 82 new products, including 61 finished dosage forms and 21 active pharmaceutical ingredients. To date, the company has achieved regulatory review and approval for a total of 114 product varieties encompassing 151 specifications, placing it among the leaders in China in terms of the number of R&D applications submitted and approved, and yielding substantial achievements in scientific research and development. In recent years, Shijiazhuang Sihua Pharmaceutical has pursued innovation in its API business by embracing “newness,” striving for “high standards,” and prioritizing “green” practices, thereby establishing a phased innovation model characterized by “developing a batch, commercializing a batch, and stockpiling a batch.” In December 2024, the company’s API Development Center was officially completed and put into operation, marking a further solid step forward in deepening the integrated “API-plus-finished-dosage-form” development strategy and accelerating the establishment of a new high ground for innovative API development.

“Since the beginning of 2025, Shijiazhuang Sihua Pharmaceutical has secured approval for four new products in succession. At the same time, we are firmly focused on addressing critical shortages and urgent needs in the market by continuously advancing research on innovative drugs; currently, we are developing an innovative drug for the treatment of kidney disease,” said Su Xuejun. He added that, moving forward, Shijiazhuang Sihua Pharmaceutical will earnestly study and implement the spirit of the province’s Two Sessions, bolster confidence in development, actively attract innovation-related resources and factors from Beijing and Tianjin, accelerate the establishment of a new model of industry–university–research collaboration, and steadily increase R&D investment to expedite the development and commercialization of high-end complex formulations, specialty APIs, and innovative drugs. In parallel, the company will concentrate on key R&D priorities, with a particular emphasis on tackling and breaking through critical core technologies, focusing on resolving a number of “bottleneck” challenges, enhancing the overall effectiveness of its innovation system, and translating its innovation strengths into tangible business results. In doing so, Shijiazhuang Sihua Pharmaceutical aims to contribute its expertise to the accelerated building of a strong, prosperous, and beautiful Hebei Province and to the vigorous writing of Hebei’s chapter in the cause of Chinese-style modernization.
