On the morning of March 8, 2025, the Shijiazhuang Sihua Pharmaceutical Group’s 2024 Annual Commendation Ceremony and the Fifth Session of the Tenth Trade Union Congress were held in the Group’s R&D Center Auditorium. Members of the Presidium—Qu Jiguang, Su Xuejun, Wu Hengyao, Han Shuqin, Shi Jianhui, Li Weimin, Sun Lijie, Huang Xiaofeng, and Tang Shanliang—took their seats on the rostrum, while a total of 310 delegates—including group employees’ representatives, representatives of advanced collectives, outstanding workers (production personnel), and employees who had won awards in provincial and municipal skills competitions—gathered to jointly map out a blueprint for development and chart a new course for future growth. The executive chair of the meeting, Group President Wu Hengyao, presided over the event.

Members of the Presidium—Qu Jiguang, Su Xuejun, Wu Hengyao, Han Shuqin, Shi Jianhui, Li Weimin, Sun Lijie, Huang Xiaofeng, and Tang Shanliang—took their seats on the rostrum, while a total of 310 delegates—including group employee representatives, representatives of advanced collectives, outstanding employees in work and production, and employees who had won awards in provincial and municipal skills competitions—gathered to jointly map out a blueprint for development and chart a new course for future growth. The meeting was chaired by Wu Hengyao, Executive Chair of the Congress and President of the Group.
The conference opened to the rousing strains of the national anthem. Shi Jianhui, Secretary of the Party Committee of the Group, and Huang Xiaofeng, Chairman of the Trade Union, respectively read out the “Decision on Commending Advanced Collectives and Outstanding Production (Work) Personnel for 2024” and the “Decision on Commending Advanced Collectives and Individuals in Skill Competitions at or Above the Municipal Level for 2024,” thereby recognizing and rewarding the outstanding collectives, work teams, and individuals who excelled in the Group’s production and business operations in 2024. In addition, departments that demonstrated exceptional organizational performance in the provincial and municipal skill competitions held in 2024 were commended, and individuals who achieved top results in these competitions were awarded the title of “Technical Expert” and received special recognition.
To the sound of cheerful music, representatives of the Group’s advanced collectives, outstanding production (work) personnel, and those honored with the title of “Technical Expert” by the Group took to the stage one after another, receiving medals, certificates, and cash awards from the Group’s leaders. The entire audience erupted in warm applause to offer their congratulations.
Zhang Di, an advanced production (work) contributor and liquid analyst at the R&D Center’s Liquid Division, and Bai Xue, who won first place in the provincial skills competition for injectable pharmaceutical manufacturing and was formerly a formulation operator in Workshop 208 of the Second Manufacturing Center, delivered speeches as representatives of outstanding individuals and technical experts. They stated that they would cherish their honors, continue to strive for excellence, put hard work first, and endeavor to make significant contributions; integrate their personal career development closely with the Group’s grand development blueprint; further uphold the spirit of model workers, the spirit of labor, and the spirit of craftsmanship; and endeavor to assume new responsibilities and achieve new accomplishments on the new journey of promoting the Group’s innovative, high-quality development.
On behalf of the Group’s Board of Directors and leadership team, Chairman Su Xuejun delivered the “Report on Business Operations.” The report systematically summarized the Group’s achievements in 2024 across key areas, including product operations, new-product R&D, project development, quality and safety assurance, workforce development, and employee well-being; analyzed the difficulties and challenges it faces; and outlined the priority tasks and objectives for 2025.
The “Business Operations Report” points out that this year marks the final year of the 14th Five-Year Plan period, making it critically important for accelerating the Group’s development. In the face of a severe and complex economic environment, we must remain firmly confident in our ability to grow, leveraging new-quality productive forces and digital transformation as dual engines to drive development, and delivering stronger, more solid business performance to elevate the Group’s high-quality development to a new level. Specifically: first, in finished-product operations, we will focus on improving quality and boosting efficiency, striving to convert our innovation advantages into market and development strengths; second, we will continuously optimize our product portfolio and accelerate progress toward higher-end, smarter, greener, and more integrated solutions; third, we will step up corporate innovation and steadily advance the integrated development of APIs and finished products; fourth, we will intensify the construction of new and ongoing projects, using project implementation to ensure that innovation outcomes are effectively translated into tangible results; fifth, we will strengthen corporate governance and maintain a solid foundation for safe and stable development; and sixth, we will continually enhance employees’ sense of happiness, fulfillment, and belonging.
The conference also heard a report titled “Explanation on the Adjustments to the 2025 Economic Responsibility System” delivered by Zhang Sumei, Deputy General Manager of the Group’s Strategic Development and Human Resources Center.
During the group discussions, employee representatives thoroughly reviewed and deliberated on documents such as the “Report on Business Operations,” offering constructive suggestions and recommendations on areas including the Group’s market development, production organization, technological advancement, application of artificial intelligence, and employees’ quality of life. In response, Group leaders provided on-the-spot explanations and addressed each of the opinions and proposals put forward by the employee representatives.
Following a show-of-hands vote, all employee representatives unanimously approved the “Report on Business Operations” and the “Explanation on the Adjustment of the 2025 Economic Responsibility System.”
Amid warm applause, Qu Jiguang, Chairman of the Group’s Board of Directors, delivered a concluding address. He stated that in 2024, the Group has embarked on a journey of renewal and upward ambition, with its innovative “API + Formulation” business model continuously delivering remarkable results and vividly demonstrating the Group’s extraordinary resilience and growth potential.
Qu Jiguang emphasized that 2025 marks both the concluding year of the 14th Five-Year Plan and the year for formulating and laying out the 15th Five-Year Plan. Under these circumstances, bolstering confidence, rising to challenges, and accelerating development are more important and more urgent than ever. It is essential to maintain steadfast commitment to development, strengthen confidence in growth, uphold the spirit of “only those who strive will succeed,” and enhance strategic proactiveness in addressing challenges and seizing opportunities.
Qu Jiguang emphasized the need to earnestly implement the “Grand Marketing” strategy, continuously consolidate marketing’s leading position, and accelerate improvements in operational quality. It is essential to give equal priority to market development for both traditional flagship products and new offerings, while simultaneously focusing on volume-based procurement, commercial agency arrangements, end-user channel development, and overseas operations. Every opportunity for product approval and market entry must be seized firmly, with the aim of ensuring that each innovative achievement delivers value in the dynamic marketplace. We must unswervingly pursue an innovation-driven strategy, rigorously screening and strategically positioning innovative drugs, improved new drugs, complex formulations, and specialty active pharmaceutical ingredients, and proactively capturing the commanding heights of innovation. At the same time, we must maintain unwavering vigilance over quality risk management and safe production, while leveraging foundational projects and technological upgrades to propel digital transformation and development to a new level. Finally, we should launch comprehensive initiatives to enhance employee skills, building a workforce that is knowledge-based, highly skilled, and innovation-oriented.
With “hard work” as our guiding principle, let us set out anew and break through tough challenges to create a new dynamic of innovation. The conference calls on all employees to adopt the mindset that “the start is a decisive battle and the beginning is a sprint,” to invigorate our spirit and bolster our confidence in development, and to embody the tenacious spirit of “if others do one part, we do ten; if they do ten, we do a hundred.” Let us strive to deliver new achievements and make fresh contributions on this new journey, thereby making even greater contributions to securing victory in the implementation of the 14th Five-Year Plan.
