On the afternoon of March 17, Zhang Chaochao, Secretary of the Municipal Party Committee, chaired a symposium with business leaders. He emphasized the need to thoroughly study and implement the important speeches of General Secretary Xi Jinping and the spirit of the Two Sessions, follow the arrangements of the Provincial Party Committee and the Provincial Government, vigorously optimize the business environment, institutionalize and strengthen communication between government and enterprises, and, with the utmost sincerity and the highest quality of service, help enterprises in Shijiazhuang grow stronger, bigger, and better, thereby striving to make Shijiazhuang a fertile ground for investment and business development. During the meeting, leaders from 11 enterprises—including Shiyao Group, Shijiazhuang Sihua Pharmaceutical, Hebei Shenghao Optoelectronics, Shijiazhuang Tonghe Technology, Shijiazhuang Coal Mining Machinery, Hebei Zhikun Technology, Shijiazhuang Guliántiān, Runwo Group, Junlebao Group, Tongfu Group, and Hebei Chengxin Group—delivered remarks on production and operations, R&D innovation, and the business environment. Other companies submitted written statements, offering their views and recommendations. Officials from relevant counties (districts) and municipal departments provided on-site responses to the enterprises’ requests and suggestions.
After listening to the remarks of all participants, Zhang Chaochao instructed that responsible officials from the relevant counties (districts) and municipal departments must establish detailed action lists, set strict deadlines for responding and resolving issues, and ensure that every matter is properly followed up and every request receives a timely reply. This will demonstrate, through concrete actions, the “Shijiazhuang Speed,” “Shijiazhuang Warmth,” and “Shijiazhuang Strength,” while striving to create a world-class business environment that is market-oriented, rule-of-law-based, and internationally competitive.
Zhang Chaochao pointed out that in recent years, the Municipal Party Committee and the Municipal Government have steadfastly taken Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as their guiding principle, rigorously implemented the directives and requirements of the Provincial Party Committee and the Provincial Government, and seized major opportunities such as the coordinated development of the Beijing–Tianjin–Hebei region. They have simultaneously focused on high-quality industrial development and on building a city that is both livable and conducive to business, resulting in robust progress across all fronts—economic development, urban construction, people’s wellbeing, the business environment, and the work style of cadres. These achievements would not have been possible without the relentless drive and hard work of our entrepreneurs. This year marks the concluding year of the 14th Five-Year Plan, the year for formulating and laying out the 15th Five-Year Plan, and a pivotal year for further comprehensively deepening reform; it is of paramount importance for our city to push its economic aggregate beyond RMB 1 trillion and achieve leapfrog development. It is hoped that all entrepreneurs will align their thinking and actions with the Party Central Committee’s assessment of the domestic and international situation, as well as with the decisions and arrangements made by the Provincial Party Committee, the Provincial Government, the Municipal Party Committee, and the Municipal Government, so as to grasp the overarching trends of development, bolster their confidence in growth, and make new contributions to accelerating the building of a modern, internationally oriented, and beautiful provincial capital city.
Zhang Chaochao emphasized that entrepreneurs should be treated as family, and that every possible effort must be made with the utmost sincerity to create a favorable environment for business development. We must benchmark against world-class standards, introduce more targeted policies and measures, and ensure that enterprises truly benefit from tangible “dividends.” We must provide dedicated, heartfelt, and vigorous support and assistance, strengthen the guarantee of key production factors, and promptly help enterprises overcome difficulties and challenges. We must protect the legitimate rights and interests of entrepreneurs in accordance with the law, carry out in-depth special campaigns to standardize law enforcement involving businesses, ensure that law enforcement is both principled and compassionate, that businesses operate in a secure environment, and that development is reliably supported, thereby fostering a fair and competitive market environment. We must actively cultivate a relationship between government and business that is both close and clean—close yet measured, and clean yet proactive.
Zhang Chaochao emphasized that he hopes the broad community of entrepreneurs will diligently strengthen their internal capabilities, pursue reform and innovation, and grow together with Shijiazhuang while mutually reinforcing each other’s success. They should harness technological innovation as a powerful driving force to continuously enhance their core competitiveness; broaden their horizons to improve efficiency by proactively looking beyond Shijiazhuang and Hebei Province, setting their sights on the national and global markets, and steadily enhancing their ability to allocate resources globally and their international competitiveness, thereby building corporate IPs that embody Shijiazhuang’s unique characteristics and strengths; and reinforce management to bolster long-term momentum, courageously engage in self-reform, operate with integrity and in compliance with the law, actively fulfill social responsibilities, and achieve better and faster development.
Ma Yujun expressed his gratitude to all entrepreneurs for their contributions to the city’s economic development, addressed the questions and suggestions raised by businesses, and urged them to remain confident in their growth, leverage artificial intelligence to empower enterprise development, and strive to become bigger, stronger, and better.
