On December 29, 2025, the Hebei Provincial Department of Industry and Information Technology issued the “Public Notice on the List of Enterprises to Be Cultivated as ‘Leaders’ in Hebei Province’s Characteristic Industrial Clusters for 2025,” under which two enterprises of the Group—Shijiazhuang Sihua Pharmaceutical Co., Ltd. and Hebei Guolong Pharmaceutical Co., Ltd.—were both selected due to their outstanding performance in technological innovation, with the cultivation focus designated as “technological innovation-driven development.”

According to reports, the identification and cultivation of “Leader” enterprises in Hebei Province’s specialized industrial clusters is carried out in accordance with the “Guidance for Cultivating ‘Leader’ Enterprises in Hebei Province’s Specialized Industrial Clusters (2025 Edition)” and the “Notice on Effectively Carrying Out the 2025 Work of Cultivating ‘Leader’ Enterprises in Hebei Province’s Specialized Industrial Clusters.” The list of enterprises to be cultivated is determined through a procedure that includes enterprise registration and inclusion in the cultivation pool, municipal-level review and recommendation, and expert evaluation. The “Leader” enterprise cultivation initiative focuses on specialized industrial clusters, driven by innovation, supported by an optimized ecosystem, and empowered by “shared intelligent manufacturing,” with the aim of fostering a group of outstanding, innovative “Leader” enterprises and establishing a modern model in which these enterprises lead and drive the high-quality development of specialized industrial clusters. “Leader” enterprises are primarily those within specialized industrial clusters that demonstrate strong innovation capabilities, significant growth potential, and superior quality and performance; they are deeply engaged in niche sub-sectors related to the cluster’s core products and possess the capacity to spearhead and catalyze the cluster’s high-quality development.
In recent years, the Group has placed innovation at the core of its strategy and rigorously implemented an integrated “API–formulation” development approach. By continuously increasing R&D investment, optimizing production processes, and enhancing product quality, the Group has successfully established a complete value chain spanning from active pharmaceutical ingredients to high-end finished dosage forms. At the same time, the Group has proactively aligned with the development needs of specialized industrial clusters, vigorously promoted the “shared intelligent manufacturing” model, effectively fostered collaborative innovation across the upstream and downstream segments of the value chain, and significantly enhanced the overall competitiveness of these clusters.
