When it comes to tough challenges, the first one that must be mentioned is the “Emergency Task Dispatch Order” received by Shijiazhuang Sihua Pharmaceutical at 6:00 p.m. on February 19, which mandated that all difficulties be overcome to deliver 50,000 boxes of Arbidol Hydrochloride Capsules to Hubei Province in phased shipments by February 26. Our company successfully and admirably fulfilled this mission at the time.
Could Mr. Wu please share with us the details of the situation at the time? What specific challenges did we overcome?
At 6:00 p.m. on February 19, we received an “Urgent Task Dispatch Order” from the Medical Supplies Guarantee Group of the National Joint Prevention and Control Mechanism for the Novel Coronavirus Pneumonia Epidemic, requiring us to overcome all difficulties and deliver 600,000 capsules of Arbidol Hydrochloride in batches to Hubei Province by the 26th.
Upon receipt of the “Urgent Mission Dispatch Order,” Qu Jiguang, Chairman of the Board of Directors of the Group, immediately expressed his commitment and made arrangements overnight, directing that the mission requirements be implemented to the letter and that every effort be made to ensure the supply of epidemic prevention and control materials to Hubei. Supporting Hubei and serving the overall national interest is the inescapable responsibility of our pharmaceutical enterprise; we must respond with utmost urgency to the needs of Hubei and the nation, and deliver this batch of medicines to Hubei without delay.
We promptly suspended production of certain minor infusion product lines, reallocated our core resources to prioritize the scaled-up manufacturing of clinically urgent medications, and instructed finance, warehousing, and logistics departments to set aside other tasks to ensure seamless coordination and collaboration. Meanwhile, the sales team responded swiftly, proactively engaged with customers, adjusted supply orders, and made every possible effort to ensure the successful completion of the “relocation and delivery task.”
At 2:30 p.m. on the 20th, loading was swiftly organized. By 4:00 p.m., a large truck tasked with transporting 600,000 capsules of arbidol hydrochloride departed from Shijiazhuang and pressed on through the night. At 9:00 a.m. on the 21st, the shipment arrived at the Hubei branch of Sinopharm Holdings. From the moment the order was received to the delivery of the emergency medication in Wuhan, less than 39 hours had elapsed.
In addition to this emergency shipment, Shijiazhuang Sihua Pharmaceutical has also donated a large quantity of emergency medical supplies. Could you please provide a brief overview of the donated medications? Which specific regions in Hubei have received our shipments? And as of today, what is the total value or quantity of medications we have donated to Hubei?
On January 25 and January 27, we consecutively dispatched a total of 230,000 bags (bottles) of moxifloxacin hydrochloride sodium chloride injection and basic intravenous fluids to support Wuhan and Enshi in Hubei Province.
Following the donation of RMB 2 million worth of moxifloxacin sodium chloride injection to designated hospitals in Wuhan on January 27, another donation of RMB 150,000 worth of emergency relief medicines, including moxifloxacin hydrochloride sodium chloride injection, was made on February 14 to the Shennongjia Forestry District, which is receiving paired assistance from Hebei Province.
With the completion of Wuhan’s Huoshenshan and Leishenshan Hospitals and the commissioning of eight makeshift hospitals, 6,000 boxes containing a total of 72,000 capsules of arbidol hydrochloride were promptly delivered to the two designated hospitals. In early February, through participation in Hubei Province’s centralized emergency drug procurement tender, 400 cases comprising 32,000 vials of levofloxacin lactate sodium chloride injection were allocated to eight makeshift hospitals to support clinical treatment.
To date, we have donated a total of RMB 2.57 million worth of emergency relief medicines to Wuhan in Hubei Province, the Shennongjia Forestry District, and other areas.
When it comes to donated medications, arbidol cannot be overlooked.
On February 19, arbidol was included in the National Health Commission’s “Diagnosis and Treatment Protocol for Novel Coronavirus Pneumonia (Trial Version 6).” We understand that five pharmaceutical companies nationwide are authorized to manufacture arbidol, with Shijiazhuang Sihua Pharmaceutical being one of them. Could Mr. Wu please provide an update on the current operational status of the oral dosage-form production line for arbidol hydrochloride capsules at your facility, as well as the current inventory levels?
Shijiazhuang Sihua Pharmaceutical is one of only five domestic pharmaceutical companies authorized to manufacture arbidol formulations, and arbidol hydrochloride capsules have played a positive role on the front lines of epidemic prevention and control. In response to the rapidly growing demand for emergency medicines, since January 24—the eve of the Lunar New Year—we have urgently reallocated staff, maintained unwavering vigilance, operated production lines at full capacity, and implemented three-shift operations, thereby doubling daily output to one million capsules.
Currently, our abidor production workshop has undergone new improvements: following a comprehensive renovation, we have optimized and fine-tuned the production molds and line speed, shifting from a labor-intensive approach to one powered by technology. As a result, production efficiency has increased by 20%, ensuring a stable market supply of abidor capsules.
I understand that our production lines have been operating continuously without interruption since January 24, and that several additional lines were brought online one after another following the Spring Festival. More than 3,000 employees are working tirelessly on the front lines of epidemic prevention and control production. Could Mr. Wu briefly outline the current status of resuming work and production at Shijiazhuang Sihua Pharmaceutical?
We have adopted a multi-pronged approach, including epidemic prevention and control, scientific production scheduling, transportation support, pharmaceutical R&D, and project construction, to ensure that epidemic prevention and business development proceed in tandem without compromising either.
Currently, Shijiazhuang Sihua Pharmaceutical has fully resumed production and operations, with all business activities proceeding in an orderly manner. The daily outbound shipment of its flagship large-volume parenteral solutions has exceeded 4.5 million vials, returning to normal levels. While ensuring supply to frontline epidemic-control efforts, more than 400 sales personnel—except those stationed in Hubei—have already returned to their respective work locations, proactively serving the market and enabling all operational activities to resume smoothly and in full order.
Adopting a dual-pronged approach, we are maintaining robust export sales. In February, we exported over 6 million bottles of intravenous infusion products to customers in Southeast Asia, Africa, and other regions, representing a 17.6% increase year on year and surpassing our targeted performance.
How has Shijiazhuang No. 4 Pharmaceutical Co., Ltd. managed to simultaneously control the epidemic and resume work and production since resuming operations?
We have implemented grid-based prevention and control management to build a robust defense for the health and safety of our employees. A total of more than 4,500 registered employees have been screened, and this comprehensive, interwoven grid system ensures that there are no blind spots or omissions in our management.
A comprehensive “two-point, one-line” work-and-life model has been implemented for all employees, accompanied by the introduction of a health-code system. Employees are required to have their temperature taken three times—upon entering the factory, entering the workshop, and upon arrival at the dormitory—followed by hand sanitization before starting work and staggered meal breaks. In addition, masks are distributed weekly, among other stringent protective measures, ensuring robust safety protocols.
What has been the economic impact of the pandemic on businesses, and how have conditions recovered now that full resumption of work and production has been achieved? What are the plans moving forward?
Although current epidemic prevention and control measures have posed considerable challenges to our field staff in reaching the market and carrying out their work, these difficulties will eventually pass. Our business objectives remain unchanged: we are committed to achieving growth and delivering a strong start to the first quarter, thereby making greater contributions to securing dual victories—both in epidemic prevention and control and in economic and social development.
At present, the most critical task for our business is to ensure the production of medicines needed on the front lines of epidemic prevention and control. At the same time, we will deepen our service offerings, reinvigorate and stimulate market demand, accelerate product sales, and coordinate efforts across both domestic and international markets. Our priority will be to expand and grow the market for large-volume infusions, small-volume injectables, and specialty products, increase the share of high-value-added products in total sales, and drive continuous improvement in operational quality and efficiency.
While providing frontline support, we are also accelerating R&D and innovation. We are expediting the initiation of projects for novel coronavirus–targeted and anti-tumor innovative drugs, while concurrently conducting re-studies on antiviral and antibiotic agents such as arbidol hydrochloride and moxifloxacin hydrochloride, as well as performing bioequivalence evaluations for generic versions of these drugs, thereby providing robust support for the transformation of the company’s growth drivers.
In addition, the new formulation and biopharmaceutical industrial park project—designed to commercialize the company’s high-end formulation products—has been fully launched. This initiative represents a strategic move by Shijiazhuang No. 4 Pharmaceutical to accelerate its development and drive a transformation of its growth drivers. A number of innovative drugs and high-end generic drugs with strong market competitiveness are being established at this site, and once the project is completed and reaches full production capacity, Shijiazhuang No. 4 Pharmaceutical’s total sales revenue is expected to surpass RMB 10 billion.
