Delegate Su Xuejun proposed: “We should fully leverage the scientific and technological resources of Beijing and Tianjin, take on the relocation of their pharmaceutical industries, and thereby promote the high-quality development of our province’s pharmaceutical sector.” This was the suggestion made by Su Xuejun, President of Hebei Guangxiang Pharmaceutical Co., Ltd. under Shisi Pharmaceutical Group. Delegate Su Xuejun noted that in recent years, our province’s pharmaceutical industry has made positive progress in restructuring and transforming its development model; however, compared with China’s leading pharmaceutical provinces, its overall development remains relatively lagging. Most of our province’s pharmaceutical enterprises suffer from a shortage of innovative talent and low levels of R&D investment, coupled with weak innovation awareness and insufficient innovation capabilities. Against the broader backdrop of coordinated development among Beijing, Tianjin, and Hebei, our province should strive to become a key destination for the relocation of Beijing and Tianjin’s pharmaceutical industries and for the commercialization of pharmaceutical science and technology.

Representative Su Xuejun stated that in recent years, our province’s pharmaceutical industry has made positive progress in structural adjustment and transformation of its development model; however, compared with the leading provinces in China’s pharmaceutical sector, our province’s development remains relatively lagging. Most of our province’s pharmaceutical enterprises suffer from a shortage of innovative talent and low levels of R&D investment, coupled with weak innovation awareness and insufficient innovation capacity. Against the broader backdrop of coordinated development among Beijing, Tianjin, and Hebei, our province should strive to become the preferred destination for the relocation of Beijing and Tianjin’s pharmaceutical industries and for the commercialization of pharmaceutical scientific and technological achievements, thereby supporting the “R&D in Beijing and Tianjin, industrialization in Hebei” development model and maximizing the exploitation and utilization of the technological resources available in Beijing and Tianjin.
Representative Su Xuejun proposed that the government, enterprises, and investors should actively engage in investment promotion activities for pharmaceutical projects targeting the Beijing–Tianjin region, encouraging investors to provide venture capital for promising pharmaceutical research and innovation projects undertaken by Beijing–Tianjin-based enterprises, research institutions, and higher education institutions. At the same time, the government should offer robust support for R&D and innovation initiatives launched by pharmaceutical companies, thereby boosting the enthusiasm of innovation actors and facilitating the province’s transformation from a major pharmaceutical-producing province into a leading pharmaceutical powerhouse.
