In response to General Secretary Xi’s call to intensify scientific research efforts in COVID-19 prevention and control, and in active implementation of the relevant measures outlined in the “Several Measures for Strengthening Collaborative Research on Novel Coronavirus–Induced Pneumonia and Enhancing Scientific and Technological Support for Emergency Pandemic Response,” the National Intellectual Property Operation Public Service Platform (hereinafter referred to as the “Service Platform”) is soliciting applications from research institutions, universities, and enterprises for the Service Platform’s “Patent Operation Specialized Database” project. The Service Platform will provide, free of charge, the construction of big-data specialized databases on relevant technical topics for eligible applicant entities. Research institutions, universities, and enterprises that have contributed to COVID-19 prevention and control efforts or conducted emergency research on related issues are all welcome to apply. Upon selection, the Service Platform will build the corresponding specialized database on the relevant technical topic for each applicant at no cost, and the applicant will be entitled to use the database free of charge for a period of one year.
According to available information, the National Intellectual Property Operation Public Service Platform is a pilot project initiated under the leadership of the National Intellectual Property Administration and in collaboration with the Ministry of Finance, in line with the key task outlined in the National 13th Five-Year Plan to “accelerate the development of a nationwide intellectual property operation, trading, and service platform and build a country strong in intellectual property.” As the core platform of the national “1+N” intellectual property operation system, it will provide platform support for patent transfer and commercialization, acquisition and trusteeship, trading and circulation, pledge-based financing, patent navigation, and other related activities, thereby enhancing the efficiency of patent utilization.
