On September 23, the Hebei Provincial Department of Science and Technology announced the first list of leading science and technology enterprises in Hebei Province, which includes 34 companies, among them Shijiazhuang Sihua Pharmaceutical Co., Ltd.
According to reports, the selection of leading science and technology enterprises in Hebei Province aims to identify a group of key high-tech firms that demonstrate strong innovation capabilities, a significant leading role, advanced R&D levels, and robust growth potential. Eligibility criteria require that the enterprise’s main business revenue for the previous year reach RMB 500 million or more and that it has maintained a certain level of growth over the past three years. The enterprise must also rank among the top nationwide in terms of market share within its specific industry segment, exert a notable spillover and driving effect on innovation across the industrial value chain, and have become a leading enterprise that fosters the development of regionally distinctive industries. In addition, research and development expenditures must account for at least 3% of the enterprise’s main business revenue for the same period, the enterprise must possess core independent intellectual property rights, and it must demonstrate sustained capacity for IP creation and the commercialization of research outcomes, thereby maintaining a leading position in R&D within its industry sector.
In accordance with relevant provincial regulations, recognized technology-leading enterprises shall be given priority support under the Provincial Major Achievement Transformation Program, the Key R&D Program, and innovation platform development initiatives. Specifically, major achievement transformation projects and key R&D projects undertaken by such enterprises will receive financial support from the provincial science and technology budget.
Shi Si Yao places great emphasis on independent R&D and technological innovation. In recent years, with innovation-driven development as its core focus, the company has steadily accelerated the establishment of a technology-innovation system that is enterprise-led, market-oriented, and integrates industry, academia, and research. Leveraging high-level innovation platforms such as the National Enterprise Technology Center, the National–Local Joint Engineering Laboratory for Quality Control of Chemical Injectable Preparations, the National Postdoctoral Research Station, and the Academician Workstation, Shi Si Yao’s extensive team of researchers has actively engaged in the forefront of innovation, concentrating on building the company’s core competitive strengths and continuously generating innovative achievements. Each year, Shi Si Yao maintains more than 120 projects in development, many of which involve novel dosage forms—such as microspheres, microcrystals, and liposomal formulations—that offer long-acting and targeted therapeutic effects; several of the projects currently under development are even classified as Class 1 new drugs. The technology for controlling insoluble particulates in large-volume parenteral solutions has been awarded the First Prize for Scientific and Technological Progress by Hebei Province, placing Shi Si Yao at the forefront of the national industry in terms of quality-control research for large-volume parenterals. The company has also spearheaded or participated in the formulation of 46 pharmaceutical standards and related standards for drugs and pharmaceutical packaging materials, setting a benchmark for the industry. To date, Shi Si Yao has filed 141 national patent applications and obtained 49 authorized invention patents, providing robust support for the company’s high-quality development.
