The three parties will establish a strategic partnership in areas such as talent development, resource alignment, and industrial collaboration, thereby forming an alliance for collaborative innovation that fosters mutual sharing and interaction of talent, technology, and resources, as well as integrated industry–university–research cooperation.

The signing ceremony for the industry–university–research strategic cooperation agreement between Shijiazhuang Fourth Pharmaceutical Group, Hebei University, and the Hebei Provincial Institute for Drug and Medical Device Testing was held at Hebei University on December 15. The three parties will establish a strategic partnership in areas such as talent development, resource alignment, and industrial collaboration, thereby forming an alliance for collaborative innovation that fosters mutual sharing and interaction of talent, technology, and resources, as well as integrated industry–university–research cooperation.

The signing of this agreement marks the establishment of a comprehensive, multi-sectoral, and long-term cooperative relationship among the university, the institute, and the enterprise. The three parties will fully leverage their respective strengths in talent, technology, and resources to engage in deeper collaboration on such fronts as co-building industry–university–research cooperation platforms, talent development and exchange, tackling key research projects, and commercializing scientific and technological achievements, with the aim of achieving complementary advantages, shared benefits, and mutually beneficial outcomes.
At the signing ceremony, a representative from Shijiazhuang Sihua Pharmaceutical Group stated that the execution of this strategic cooperation agreement will seamlessly integrate Hebei University and the Hebei Provincial Institute for Drug and Medical Device Testing—specifically their technological expertise, human resources, and cutting-edge, proven research outcomes—with the enterprise’s production capabilities and application scenarios. Guided by the principles of “complementary strengths, resource sharing, mutual benefit, and common development,” the three parties will engage in in-depth, substantive collaboration on relevant specialized research projects and the commercialization of scientific and technological achievements, thereby achieving co-building and win-win outcomes.

According to the introduction, Hebei University is a university jointly established by the Ministry of Education and the People’s Government of Hebei Province, and is also a Tier-1 institution under the national first-class university development initiative with key support from Hebei Province. The university boasts strong academic strength, offering 15 first-level doctoral programs, 46 first-level master’s programs, authorization for 30 professional master’s degree programs, and 95 undergraduate majors, making it one of the institutions nationwide with the most comprehensive range of disciplinary categories. The Hebei Provincial Institute for Drug and Medical Device Inspection is the sole provincial-level statutory testing and inspection agency for drugs, medical devices, and cosmetics within the province’s drug regulatory system. Its primary responsibilities include the testing and inspection of drugs, medical devices, cosmetics, health foods, and pharmaceutical packaging materials, and it is the only government-designated statutory testing and inspection institution for drugs, medical devices, and cosmetics in the entire province.
