Liu Mingxuan, Chairman of the Shijiazhuang Municipal Committee of the Chinese People’s Political Consultative Conference, visited the medical and health sector workstation at Shijiazhuang Sihua Pharmaceutical Co., Ltd. to conduct research and deliver a briefing on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee to CPPCC members and the general public.

On December 15, Liu Mingxuan, Chairman of the Shijiazhuang Municipal Committee of the Chinese People’s Political Consultative Conference, conducted an on-site inspection at the health and medical sector workstation located at Shijiazhuang Sihua Pharmaceutical Co., Ltd., and delivered a briefing to several members and employees from the health and medical sector on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee. He emphasized the need to study and publicize the new spirit, implement the new requirements, further assume responsibilities and take proactive action, pool wisdom and strength, enhance the effectiveness of the CPPCC’s performance of its duties, and contribute intellectual insights and practical efforts to the comprehensive development of Shijiazhuang into a modern provincial capital and a strong economic city. Yan Chunkai, Vice Chairman of the Shijiazhuang Municipal CPPCC, attended the event.
During a field visit to the Medical and Health Sector Workstation of Shijiazhuang No. 4 Pharmaceutical Co., Ltd. in the Shijiazhuang High-tech Industrial Development Zone, Liu Mingxuan and his delegation conducted on-site inspections to gain a thorough understanding of the workstation’s establishment and the implementation of its sector-specific activities. They then visited the company’s Pharmaceutical Research Institute to listen carefully to briefings on its research and development efforts and innovation progress. The delegation fully commended the impressive achievements the company attained during the 13th Five-Year Plan period and encouraged the enterprise to accelerate innovation-driven development and strive for even greater and higher-quality growth. Liu Mingxuan emphasized that sector workstations serve as an important platform and mechanism for CPPCC members to participate in state affairs, offer policy advice, and contribute constructive suggestions. He urged all CPPCC members to draw on their practical experience and professional expertise to put forward insightful and well-founded proposals for economic and social development, thereby effectively fulfilling their roles as CPPCC members.
While delivering a briefing on the spirit of the Fifth Plenary Session of the 19th CPC Central Committee, Liu Mingxuan emphasized that the city’s CPPCC system must deeply grasp the essential spirit and scientific connotations of General Secretary Xi Jinping’s important speech, comprehensively understand the central government’s strategic plans and development priorities outlined in its proposals for formulating the 14th Five-Year Plan and the long-range objectives for 2035, and regard the thorough study and implementation of the spirits of the plenary sessions of the CPC Central Committee, the provincial Party committee, and the municipal Party committee as a crucial political task and responsibility for the present and the period ahead, so as to effectively translate the outcomes of such study into new achievements in performing duties and fulfilling responsibilities.
Liu Mingxuan urged that we should harness the strengths and wisdom of each sector, submit high-quality collective proposals, convey high-caliber information on public sentiment and social conditions, explore the establishment of cross-sectoral collaborative consultations, and strengthen resource sharing and the pooling of complementary advantages among sectors. We must go deep into the grassroots and among the people, actively promote the remarkable achievements made during the 13th Five-Year Plan period and the ambitious blueprint outlined in the 14th Five-Year Plan, and further broaden the consensus and synergy of society. We should integrate “serving the overall development agenda” with “doing our own work well,” focus on the development goals of the 14th Five-Year Plan, ground our efforts in our respective duties, and actively engage in the implementation of all initiatives under the plan, demonstrating a spirit of willingness to take responsibility, competence in assuming responsibility, and genuine commitment to fulfilling our responsibilities, thereby ensuring a strong start and steady progress for the 14th Five-Year Plan.
