On May 19, Li Xuerong, Director of the Standing Committee of the Shijiazhuang Municipal People’s Congress, together with Vice Directors Chu Xingyu, Li Zhihong, and Li Zhiyong, conducted a joint inspection at Shijiazhuang No. 4 Pharmaceutical Co., Ltd. to review efforts to optimize the business environment, accelerate project construction, and promote high-quality development.
Accompanied by Qu Jiguang, Chairman of the Board of Shisi Pharmaceutical Group, Li Xuerong and his delegation conducted an on-site inspection of the Pharmaceutical Research Institute of Shijiazhuang Sihua Pharmaceutical Co., Ltd., carefully inquiring about the institute’s construction and R&D progress, and held a symposium with heads of relevant municipal departments and several key enterprises.
Li Xuerong emphasized that it is imperative to elevate our political awareness and deeply recognize that optimizing the business environment and accelerating project construction are crucial levers for implementing the new development philosophy and promoting high-quality development; they are also a practical necessity for building a modern, international, and beautiful provincial capital city, as well as a key focus of this year’s four coordinated oversight initiatives within the people’s congress system. We must earnestly strengthen our sense of mission and urgency in optimizing the business environment and speeding up project construction.
Li Xuerong emphasized the need to further deepen the “delegation, regulation, and service” reform; to vigorously advance reforms such as separating business licenses from operating permits and implementing joint processing of permits and certificates; and to further reform the investment approval system. It is also essential to intensify efforts to attract investment and foster new drivers of economic growth; to enhance the quality and efficiency of government services by expanding the scope and depth of online services under the “one-stop online processing” model and fully implementing “Internet Plus Government Services”; to optimize the financial environment and effectively address the difficulties and high costs of corporate financing; and to innovate working mechanisms in order to create a world-class business environment that is market-oriented, rule-of-law-based, and internationally competitive.
Li Xuerong emphasized that people’s congresses at all levels throughout the city should, in conjunction with the four coordinated oversight initiatives, prioritize the optimization of the business environment and the acceleration of project construction as key areas of oversight. Through methods such as on-site inspections and research, law-enforcement checks, special inquiries, and performance evaluations, they should conduct coordinated and in-depth oversight to ensure effective implementation and to bolster development. People’s congress deputies at all levels are urged to actively engage in efforts to optimize the business environment and promote economic development, thereby contributing to and enhancing the building of a modern, international, and beautiful provincial capital city.
