On the morning of July 13, Shijiazhuang City convened a special symposium on implementing the “Several Measures to Support the New-Generation Electronic Information Industry and the Biopharmaceutical Industry,” at which Qu Jiguang, Chairman of the Board of Shisi Pharmaceutical Group, was invited to attend and deliver a keynote address.
On the morning of July 13, Shijiazhuang City convened a special symposium on implementing the “Several Measures for Supporting the New-Generation Electronic Information Industry and the Biopharmaceutical Industry.” Zhang Chaochao, Secretary of the Municipal Party Committee, emphasized the need to thoroughly study and apply the spirit of General Secretary Xi Jinping’s important speech on the occasion of the 100th anniversary of the founding of the Communist Party of China, earnestly implement the Provincial Party Committee and Provincial Government’s “Opinions on Vigorously Supporting the Development of the Provincial Capital and High-Quality Development,” seize opportunities, pool wisdom and strength, and jointly promote the high-quality, leapfrog development of these two industries, thereby providing strong support for accelerating the building of a modern, international, and beautiful provincial capital. Ma Yujun, Deputy Secretary of the Municipal Party Committee and Mayor, attended the meeting.
At the symposium, ten corporate leaders, including Qu Jiguang, Chairman of the Board of Shijiazhuang Sihua Pharmaceutical Group, delivered remarks one after another. They focused on accelerating the implementation of the “Several Measures” to further promote the enterprises’ pursuit of high-quality development, reported on their current work initiatives and future plans, and put forward suggestions and recommendations.
During the session, Zhang Chaochao listened attentively to the remarks, asked detailed questions about relevant matters, and engaged in in-depth exchanges with participants on several issues, creating a lively and dynamic atmosphere. Zhang Chaochao emphasized that taking the new-generation electronic information industry and the biopharmaceutical industry as breakthroughs to pioneer the development of industrial clusters each worth hundreds of billions of yuan is a concrete measure for fully implementing the Provincial Party Committee and Provincial Government’s “Opinions on Strongly Supporting the Construction of the Provincial Capital and Its High-Quality Development,” and that this initiative offers enterprises substantial opportunities for growth.
Zhang Chaochao emphasized that innovation is the primary driving force behind development. He expressed the hope that entrepreneurs will proactively promote innovation in production organization, technological advancement, and market dynamics; increase investment in R&D; enhance their core competitiveness; and strive for greater influence over market discourse, pricing power, and industry leadership. Furthermore, he urged vigorous efforts to attract and cultivate high-caliber talent across various fields, actively benchmark against leading domestic and international enterprises, embrace the concept of green development, and achieve an organic integration of economic and social benefits.
Zhang Chaochao emphasized that the city must further strengthen its “shop assistant” mindset in serving enterprise development and project construction, deepen the “delegation, regulation, and service” reform, optimize the business environment, align with the “Several Measures,” enhance communication and coordination with enterprises, and ensure that businesses truly benefit from policy dividends. It is essential to properly manage government–business relations by respecting enterprises and treating entrepreneurs well, and to vigorously foster a strong atmosphere of ensuring business security, valuing commerce, and cultivating close, supportive ties with the business community.
Leaders Liu Junzhi, Wu Xiangjun, and Zhan Peng, along with responsible officials from relevant municipal departments, as well as heads of 11 local enterprises, 29 out-of-town enterprises, and related institutions, attended the symposium.
