On the morning of July 21, Zhang Chaochao, Secretary of the Municipal Party Committee, emphasized during a field inspection of the biopharmaceutical industry’s development that it is essential to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech on the occasion of the 100th anniversary of the founding of the Communist Party of China, earnestly carry out the Provincial Party Committee and Provincial Government’s “Opinions on Vigorously Supporting the Development of the Provincial Capital and High-Quality Growth,” and strictly adhere to the requirements set forth in our city’s “Several Measures for Supporting the Pioneering Breakthroughs of the New-Generation Electronic Information Industry and the Biopharmaceutical Industry.” We must uphold innovation as the driving force, foster industrial clusters, and make all-out efforts to achieve pioneering breakthroughs in the biopharmaceutical sector, thereby laying a solid foundation for accelerating the building of a modern, international, and beautiful provincial capital and for serving as the vanguard and leader in the comprehensive effort to build a modern, economically strong, and beautiful Hebei Province.

They engaged in exchanges with company executives and research personnel, listened to briefings on the companies’ development, product R&D, and sales performance, and provided on-site coordination to address the challenges and issues they were facing. Subsequently, Zhang Chaochao visited the Biopharmaceutical Industrial Park in the High-tech Zone, heard a report on the park’s planning and construction, and offered guiding recommendations.
Zhang Chaochao pointed out that scaling up and strengthening industries such as biopharmaceuticals is pivotal to building our city’s modern industrial system and serves as a concrete lever for advancing the provincial capital’s innovative, green, and high-quality development. All levels and departments must elevate their political awareness, fully, accurately, and comprehensively implement the new development philosophy, accord top priority to the development of the biopharmaceutical industry, further strengthen their sense of responsibility, mission, and urgency, take proactive measures, make vigorous efforts to overcome key challenges, drive breakthroughs in the biopharmaceutical sector ahead of others, and strive to cultivate new advantages for economic development.
Zhang Chaochao emphasized the need to advance the construction of the biopharmaceutical industrial park to high standards, grounding efforts in actual development conditions, clearly defining the park’s development positioning, strengthening the rigidity of planning constraints, and scientifically arranging the three major spatial zones—production, living, and ecology—to facilitate the rational flow of production factors and the smooth reception of industrial relocation, thereby achieving agglomeration and scale economies. It is essential to firmly establish the principle that “projects are paramount,” target well-known domestic and international biopharmaceutical enterprises, conduct precision investment promotion and industry-chain–based investment attraction, further strengthen, extend, supplement, and reinforce industrial chains, and accelerate the cultivation of a complete upstream–downstream biopharmaceutical industry cluster with core competitiveness. Policies that encourage and support enterprises in expanding reproduction must be improved to fully mobilize their enthusiasm for accelerating development. Supporting capabilities must be enhanced by improving infrastructure and strengthening investment and financing, municipal construction, guarantee services, and the development of science-and-tech innovation platforms, so as to create a modern, “low-cost” industrial park that enables enterprises to operate with greater agility and efficiency. The guiding principle of “performance determines success” must be upheld, land resources must be used economically, and per-mu input, output, and tax revenue must be increased. Finally, a people-centered development philosophy must be firmly established, with a strong focus on creating a livable, work-friendly, and tourist-attractive environment that enhances residents’ sense of belonging, identity, and happiness.
Zhang Chaochao emphasized that Party committees and governments at all levels must further strengthen their “shop assistant” mindset in serving enterprise development and project construction, deepen the “delegation, regulation, and service” reform, continuously optimize the business environment, and ensure that investments deliver returns, enterprises are profitable, and safety is guaranteed. It is essential to enhance communication and coordination with enterprises, provide clear policy explanations and high-quality services, and spare no effort in offering support. We must reinforce the role of talent as a key pillar by refining policies for attracting talent and improving supporting services, thereby helping enterprises achieve even better development. Moreover, we need to manage the relationship between government and business appropriately, uphold respect for enterprises and treat entrepreneurs well, and vigorously foster a strong atmosphere of reassurance, appreciation, and close collaboration with businesses.
Zhang Chaochao emphasized that all biopharmaceutical enterprises must proactively strengthen their internal capabilities. They should remain innovation-driven, increase investment in R&D and technological upgrading, break through a number of critical “bottleneck” technologies, and leverage superior products and high-quality services to swiftly capture market share, thereby enhancing their core competitiveness and gaining greater influence in the marketplace. Enterprises should benchmark against leading domestic and international firms, establish and refine modern corporate governance systems, elevate the level of standardized operations, and improve their capacity for scientific, precise decision-making and effective response to market dynamics. Moreover, they must solidify the two fundamental pillars of safety and environmental protection, adopt a risk-aware, “bottom-line” mindset, rigorously enforce safety production responsibilities and implement comprehensive pollution-control measures, ensure that no major safety incidents occur, and achieve an organic integration of economic and ecological benefits.
