Chairman Qu Jiguang Selected for the Provincial List of “40 Prominent Private Entrepreneurs in 40 Years of Reform and Opening-Up”

On November 21, the Hebei Provincial Federation of Industry and Commerce held a press conference to announce the list of “40 Prominent Private Entrepreneurs over the 40 Years of Reform and Opening-Up,” jointly recommended and publicized by the United Front Work Department of the Hebei Provincial Party Committee and the Hebei Provincial Federation of Industry and Commerce. Qu Jiguang, Chairman of the company, was included on the list.

Chairman Qu Jiguang has been recognized as the China Pharmaceutical Economy Person of the Year, recipient of the All-China Federation of Industry and Commerce’s “Science and Technology Innovation Entrepreneur Award,” a Model Worker of Hebei Province, an Outstanding Entrepreneur of Hebei Province, and a First-Class Winner of the Hebei Provincial Science and Technology Progress Award. Over the past two decades, with a pioneering spirit and exceptional management expertise, he has transformed a little-known, workshop-style factory into a large, well-known domestic pharmaceutical enterprise—a major national hub for the production, R&D, and export of intravenous infusion products—and a publicly listed company. Under his leadership, the company has established numerous innovation platforms, including an Academician Workstation, a Nobel Laureate Expert Workstation, a Postdoctoral Research Station, a National Enterprise Technology Center, and a National High-Tech Enterprise, thereby securing its place among China’s Top 100 Pharmaceutical Companies, the Top 20 Chinese Brands in Chemical Pharmaceutical Preparations Export, and a leading taxpayer. The company has also been honored with such prestigious titles as the National May Day Labor Medal, the National Model Employee Home, the National Contract-Honoring and Credit-Keeping Enterprise, and one of the first batch of National Green Factories, making significant contributions to the national pharmaceutical industry and the local economy.

“Over the past 40 years of reform and opening-up, the private sector has grown rapidly, making a major contribution to the Chinese nation’s great leap from standing up and becoming prosperous to growing strong,” said Wang Huilin, Vice Chairman of the Hebei Provincial Federation of Industry and Commerce. As of the end of 2017, the private sector accounted for 67.9% of the province’s GDP, 61.4% of fiscal revenue, 60.4% of fixed-asset investment, 77% of urban employment positions, and 66.8% of total exports. In the first three quarters of this year, the private sector in the province generated an added value of RMB 1.7 trillion, up 6.8% year on year; paid taxes totaling RMB 311.27 billion, up 26.9%; and recorded total exports of US$21.3 billion, up 8.4%. The private sector now accounts for two-thirds of the province’s economy, playing an irreplaceable role in creating jobs, fostering innovation and development, and driving Hebei’s transformation, upgrading, and high-quality development.

It is understood that, on the occasion of the 40th anniversary of reform and opening-up, the United Front Work Department of the Provincial Party Committee and the Provincial Federation of Industry and Commerce have jointly recommended and publicized “40 Prominent Private Entrepreneurs of the Past 40 Years of Reform and Opening-Up.” The initiative aims to highlight the significant achievements made in the development of the private sector in our province since the launch of reform and opening-up, showcase the exemplary image of private entrepreneurs as builders of socialism with Chinese characteristics, vigorously promote the spirit of outstanding entrepreneurs, foster a favorable environment for the healthy growth of private entrepreneurs, and better inspire all individuals in the non-public sector to “remain true to their original aspiration in entrepreneurship and carry forward the great cause of reform,” thereby making new contributions to the realization of the Chinese Dream of national rejuvenation.

This recommendation and publicity campaign was fully launched in August of this year. The candidates for recommendation are outstanding representatives among the investors of private enterprises legally registered with industrial and commercial administrative authorities at all levels across the province—individuals who emerged during various stages, including early entrepreneurship in the reform and opening-up period, the “intellectuals going into business” movement, the return of overseas-educated personnel to start businesses upon their repatriation, mass entrepreneurship, and innovation by all. Following deliberations by the Executive Committee of the Provincial Federation of Industry and Commerce, the Party Leadership Group meeting, and the Departmental Meeting of the United Front Work Department of the Provincial Party Committee, a final list of 40 well-known private entrepreneurs was determined.

“The 40 renowned private entrepreneurs selected are individuals who have played a landmark role in the province’s private-sector development, exerted significant social influence, and served as outstanding models.” They firmly uphold the leadership of the Communist Party of China, steadfastly follow the path of socialism with Chinese characteristics, and support the policy of reform and opening-up; they conscientiously practice the core socialist values, abide by national laws and regulations, demonstrate patriotism and professional dedication, operate in compliance with the law, pursue entrepreneurship and innovation, and give back to society. They also consciously foster a new type of government-business relationship characterized by closeness and integrity, and enjoy high moral standards and a positive public image.
