At present, Shijiazhuang is at a critical juncture in accelerating its development into a modern, international, and beautiful provincial capital. The year 2021, which is drawing to a close, has been an exceptionally remarkable one in the city’s development journey. In particular, following the convening of the 11th Municipal Party Congress, the Shijiazhuang Municipal Party Committee and Municipal Government set the ambitious goals of achieving seven major leaps forward and raising the city’s economic aggregate beyond RMB 1 trillion. Through tackling tough challenges and overcoming obstacles, they have opened up new prospects for all aspects of economic and social development, removed numerous ideological, institutional, and systemic barriers that had impeded progress, broken down entrenched interest-based constraints, eliminated many “roadblocks” and stumbling blocks on the path ahead, and resolved many long-standing issues that had previously eluded effective solution. Shijiazhuang now stands at a brand-new historical starting point. During this pivotal period, there is an especially urgent need for science-based decision-making guidance, high-caliber intellectual support, and the pooling of wisdom from all sectors, so as to concentrate our efforts on effectively addressing the challenges we face, the concerns that hinder development, and the uncertainties inherent in the transformation process—thereby infusing new intelligence and fresh insight into the accelerated drive to build Shijiazhuang into a modern, international, and beautiful provincial capital.
Intellectual resources are the most valuable assets. The City of Shijiazhuang will provide full support and guarantees for think tanks in carrying out all their work, proactively engage with them, humbly seek their guidance, and earnestly heed their opinions and recommendations. Together, we will build the municipal government’s think tank into a renowned, substantive, practical, and impactful center of ideas and policy advice, pooling collective wisdom and strength to drive high-quality economic and social development across the city.
Currently, Shijiazhuang is experiencing robust momentum in the development of all its undertakings. In the industrial sector, the city is vigorously promoting breakthroughs in two key industries—biopharmaceuticals and next-generation information electronics—and is making concerted efforts to build five industrial clusters each with an output value of over RMB 100 billion. In urban development, Shijiazhuang adheres to the strategy of “reducing development within the Second Ring Road while multiplying it beyond the Second Ring,” vigorously implementing a river-adjacent development strategy to create a high-quality ecological and economic belt along the Hutuo River and continuously expanding the city’s spatial development capacity. In the realm of innovation, the city is actively rolling out three major mechanisms: joint research on critical core technologies, public services in the Central Innovation Zone, and the establishment of “brokers” for the commercialization of scientific and technological achievements, with the aim of fully bridging the “last hundred meters” in the transfer and application of these innovations. Shijiazhuang hopes that experts will draw on their professional expertise, focus on research objectives that are directly relevant to governance, and conduct long-term, in-depth, and longitudinal studies on the key, difficult, topical, and focal issues as well as the critical challenges confronting the city’s reform and development, thereby offering informed advice and recommendations to support Shijiazhuang’s continued growth.
Talent is the primary resource for building new-type think tanks; it constitutes their core competitive advantage and is the most critical factor determining their influence. The City of Shijiazhuang hopes that think tanks will leverage their respective strengths to build “bridges of cooperation.” While conducting high-quality research, they should fully capitalize on their unique advantages, actively integrate into and serve Shijiazhuang, effectively tell the “Shijiazhuang story” and amplify the “Shijiazhuang voice” on the international stage, thereby increasing public awareness of Shijiazhuang’s transformation, fostering greater attention to its development, and inspiring confidence in its future. This will further enhance Shijiazhuang’s visibility and appeal, helping to establish “bridges of economic cooperation,” “bridges for talent recruitment,” and “bridges for friendship and exchange” between Shijiazhuang and the outside world. The goal is to attract more projects, secure additional investment, and create more opportunities, thus driving the city’s high-quality economic development.
