At the start of the new year, Shijiazhuang No. 4 Pharmaceutical has been receiving one encouraging update after another in research and development innovation. Following the issuance on January 6 of the nation’s first drug registration certificate for a generic fluconazole sodium chloride injection, the company’s newly developed moxifloxacin hydrochloride tablets were granted national manufacturing registration approval on January 11.

According to the introduction, fluconazole and moxifloxacin, as broad-spectrum antifungal agents and next-generation antibiotics with a wide antibacterial spectrum, both boast exceptionally broad clinical applicability and a vast market potential. “In particular, moxifloxacin tablets represent a new dosage form developed on the basis of moxifloxacin hydrochloride sodium chloride injection, which played a positive role in COVID-19 prevention and control in 2020. This new formulation is more convenient for clinical use, and its successful launch has effectively advanced the gradual establishment of a comprehensive moxifloxacin product portfolio, adding another critical strategic piece to the company’s market positioning in the antibacterial and antiviral fields. We expect more than 40 such new products to receive approval this year, with several of them being the first of their kind nationwide,” said Sun Lijie, Executive President of Shijiazhuang No. 4 Pharmaceutical and General Manager of its R&D Center, with great enthusiasm.

In recent years, Shijiazhuang Sihua Pharmaceutical has grounded itself in the new stage of development, aligned its efforts with industry frontiers and market demands, and intensified forward-looking, pioneering R&D initiatives. By extending, supplementing, and strengthening industrial chains, the company has established a new development paradigm characterized by a well-integrated and comprehensive industrial ecosystem encompassing specialty APIs, generic drugs, innovative drugs, and pharmaceutical packaging materials.

Sun Lijie stated: “Since last year, both the provincial and municipal governments have introduced policies to encourage and support the high-quality development of the biopharmaceutical industry. At Shijiazhuang No. 4 Pharmaceutical, we have steadfastly adhered to a research-and-development philosophy that puts products first, benchmarked ourselves against leading companies, and focused on strategy, talent, and efficiency. By aligning with market demand and fostering close collaboration among industry, academia, research institutions, and end-users, we have intensified our efforts to develop pioneering new products, successfully overcoming a number of critical core technologies that had previously been ‘choke points.’ This has accelerated the shift in our R&D of generic drugs, innovative medicines, and active pharmaceutical ingredients—from a quantity-driven approach to a quality-focused one, and from homogenization to specialization—thereby promoting product diversification, serialization, and distinctiveness. As a result, we have firmly taken control of the initiative in innovation and development.” In 2021, Shijiazhuang No. 4 Pharmaceutical secured approval for 32 new products, four of which won bids in the national centralized drug procurement program, gaining access to the national market and generating additional revenue exceeding RMB 800 million. The contribution of these new products to overall performance has continued to rise.

Breakthroughs in pharmaceutical R&D require sustained effort, and talent is the core. According to Sun Lijie, through exploration and practice, Shijiazhuang Sihua Pharmaceutical has established a relatively comprehensive talent-development and support system. The company adheres to the principle of “innovation knows no background,” implements mechanisms such as the “challenge-based recruitment” and “race-against-the-clock” systems, and combines external recruitment with internal training to stimulate endogenous growth momentum. By assigning top talent to lead key projects, the company has effectively accelerated the development, approval, and commercialization of new products, while its innovation capabilities have rapidly shifted from “catching up” to “keeping pace” and ultimately “leading.”

In the new year, Shijiazhuang Sihua Pharmaceutical has mapped out a new blueprint for R&D innovation, with plans to submit 102 applications for various new products throughout the year and strive to obtain more than 40 regulatory approvals, thereby enabling its innovative achievements to accumulate steadily and deliver impactful results.

“R&D yields results, and the enterprise has hope—our goal is to ensure that R&D personnel reap both recognition and rewards for their contributions.” On January 14, at the Policy Objectives Announcement and Advanced Recognition Ceremony held at the Shijiazhuang Sihua Pharmaceutical R&D Center, Qu Jiguang, Chairman of the Group’s Board of Directors, presented certificates of honor to 10 outstanding scientific and technological professionals and also handed over company-provided transportation allowances to the second batch of 25 research project leaders.
