Representative Tian Pengmei stated that sound policies are empowering the high-quality development of the pharmaceutical industry. Last year, the provincial, municipal, and district governments successively introduced a series of policies to support the development of the pharmaceutical sector and improve the business environment, providing financial assistance across the entire enterprise lifecycle—ranging from alleviating funding bottlenecks and fostering scientific research and innovation to offering talent incentives and subsidies. As a result, companies have accelerated the R&D and commercialization of new products: 32 new products were approved last year, four of which won bids in the national centralized drug procurement program, enabling rapid entry into the national market and generating more than RMB 800 million in additional sales within just six months.
As a representative from the grassroots level, Tian Pengmei has firsthand experience of the improvements in our province’s business environment. “The rapid development of enterprises is inseparable from the government’s targeted and precise services. Take Shijiazhuang as an example: the ‘Entrepreneurs–Mayor Symposium’ hosted by the municipal government, as well as the ‘Secretary’s Direct Line’ and ‘Secretary’s Breakfast Meetings’ launched by the High-tech Industrial Development Zone—these concrete initiatives to connect with and serve businesses are all squarely aimed at addressing specific problems, thereby smoothing communication channels with industrial development and helping enterprises resolve many of the difficulties and concerns they face in their survival and growth.” Representative Tian Pengmei stated that pragmatic and efficient government services enable enterprises to focus more on their products and markets, on innovation and R&D, and on high-quality development.
Speaking about advancing the sustainable innovation and high-quality development of our province’s pharmaceutical industry, Representative Tian Pengmei believes that addressing the shortcomings in service-sector support and making services more attentive and responsive is of great practical significance and far-reaching impact for enhancing our province’s capacity to attract, drive, and cluster industries. She proposes that, in light of the needs of industrial development, provincial-level branches of drug and medical-device inspection agencies could be established in key pharmaceutical-industry hubs such as Shijiazhuang High-tech Industrial Development Zone and Cangzhou Bohai New Area, thereby providing robust technical support for the development of our province’s biopharmaceutical sector and further improving the efficiency of industrial growth. At the same time, leveraging the government’s extensive network of connections with research institutes and other institutions, we should continuously deepen talent-service mechanisms, regularly assist enterprises in posting domestic and international talent-recruitment announcements and implementing the “listing-and-command” initiative, help firms overcome challenges related to talent shortages and critical research projects, and vigorously foster and strengthen leading enterprises and technology-driven champions in the industry, with the aim of driving high-quality development of the entire provincial pharmaceutical sector.
