I. Basic Project Information
The Green Development Project for Active Pharmaceutical Ingredients of Shisiyao Group Hebei Guolong Pharmaceutical Co., Ltd. is located within the premises of Hebei Guolong Pharmaceutical Co., Ltd., south of Sanxia Road and west of Industrial Avenue in the Shijiazhuang Economic and Technological Development Zone. The project involves the construction of a new production workshop with a floor area of approximately 3,750 square meters, as well as production lines for 11 active pharmaceutical ingredients, including tenofovir disoproxil fumarate and linezolid, along with supporting logistics and utility facilities. Upon completion, the project will achieve an annual output of 16 metric tons of tenofovir disoproxil fumarate and linezolid combined, and an additional 2.43 metric tons per year for the other nine products.
II. Methods for Reviewing the Environmental Impact Report

III. Scope of the Public Consultation
Based on the project circumstances and in accordance with relevant technical guidelines, the scope of the public consultation shall encompass environmental sensitive points within a 5-kilometer buffer zone extending outward from the project boundary, including Beiyi Community, Kangxing Jiayuan, Evergrande Oasis, Tayuanzhuang Village, Neizu Village, Guxian Village, Taixi Village, Zhuanghe Village, Shuangmiao Village, Gucheng Village, Gangshang Village, Xiaofeng Village, Liang Village, Dafengtun Village, Nanwunu Village, Beiwunu Village, Nanyangzhuang Village, Wujiaying Village, Xiaoxizhang Village, Daxizhang Village, Beizhuang Village, Nanzhuang Village, Songying Village, Hantong Village, Beixi Village, Beilexiang Village, Nanlexiang Village, Nanxi Village, Beiyi Village, Qiutou Village, Xima Village, Datong Village, and Dongyi Village—a total of 33 sensitive points.
