February 7 marked the first day of work after the Spring Festival holiday, during which the Shijiazhuang High-tech Industrial Development Zone held back-to-back meetings: a mobilization conference on optimizing the business environment to support and strengthen enterprises for a strong start, and a district-wide investment promotion conference—both aimed at bolstering Shijiazhuang’s goal of achieving an economic output exceeding RMB 1 trillion.

At the High-tech Zone’s investment promotion conference, Li Ruifeng, Secretary of the Party Working Committee and Director of the Management Committee of the Shijiazhuang High-tech Industrial Development Zone, presented the first batch of “Investment Promotion Ambassador” appointment certificates to 12 renowned entrepreneurs, including Qu Jiguang, Chairman of the Board of Directors of Shijiazhuang Sihua Pharmaceutical Group. Li Ruifeng stated that these Investment Promotion Ambassadors are all successful business leaders and industry leaders, and that they also possess extensive networks of high-quality corporate resources, which will undoubtedly provide intellectual and resource support for the Zone’s investment promotion efforts.

At the Mobilization Conference on Optimizing the Business Environment and Helping Enterprises Thrive in the High-tech Zone, the zone unveiled the “Helping Enterprises Thrive in the New Year” initiative along with three sets of “Ten Measures.” These three sets of “Ten Measures” cover optimizing the business environment, comprehensively enhancing scientific and technological innovation capabilities, and comprehensively strengthening financial service capabilities. The aim is to implement and refine all measures for serving enterprises with the sincerest attitude and the most rigorous actions, thereby bolstering business confidence and helping enterprises grow stronger and larger. Wu Hengyao, President of Shijiazhuang Sihua Pharmaceutical Group, speaking on behalf of enterprises stationed in the zone, stated that in 2022 they would cherish the favorable development opportunities even more, raise their strategic benchmarks, and accelerate their pace. With the vigorous spirit of a tiger, the energetic drive of a dragon, and the bold, fearless determination of a tiger, they would make every possible effort to speed up the construction of a number of provincial-level key technological transformation projects aimed at industrializing new products, fully promote the rapid commercialization of these new products, strive to obtain production approvals for 40 new products, develop more than five products with annual sales exceeding RMB 200 million, and ensure the completion and commissioning of newly built production lines for oral formulations, lyophilized powder for injection, ampoule solutions for injection, peritoneal dialysis solutions, and other products. Through these efforts, they aim to create a portfolio of new products, generate incremental growth, and establish new competitive advantages, thereby contributing with innovative achievements to the city’s goal of surpassing RMB 1 trillion in total economic output.

Li Ruifeng stated that the entire High-tech Zone will thoroughly address persistent problems in work style, pinpoint bottlenecks in operations, and identify shortcomings in institutional mechanisms. Focusing on the most practical and pressing issues facing enterprise development, the zone will deliver systematic and targeted services, foster a strong atmosphere of being “pro-business,” “warm toward businesses,” “value businesses,” and “care for businesses,” and concentrate resources and factors of production on enterprises that are motivated, capable, and successful in getting things done. In day-to-day work, the High-tech Zone will adhere to precise “three-list” management—establishing a comprehensive “problem list,” a clear “responsibility list,” and a targeted “supervision and inspection list”—to create a closed-loop mechanism for resolving issues. Emphasis will be placed on ensuring adequate resource allocation and robust policy support, so that the zone and enterprises can align their efforts and advance together. At the same time, the zone will continue to implement the “zero-fine” initiative in administrative law enforcement, firmly prohibiting the practice of substituting fines for effective regulation, and building a brand of business-oriented services that is both in-depth and precise, fast-paced yet empathetic, and resolute in its impact. The zone will mobilize all levels and sectors to further elevate their political awareness, transform their mindset, and ensure that their thinking and actions are fully aligned with the work arrangements set forth by the Municipal Party Committee and the Municipal Government, thereby providing concrete support for economic growth, steadfastly serving as a vanguard in the high-quality development of the provincial capital, and contributing the High-tech Zone’s strength to the goal of achieving a provincial capital economy exceeding RMB 1 trillion in size.
