The Group’s Enterprise Technology Center scored 87.2 points in the 2021 national evaluation, earning a “Good” rating and ranking among the top performers—specifically, 138th out of all evaluated enterprises.
According to available information, the National Enterprise Technology Center is one of the highest-profile and most influential technology-innovation platforms in China today, jointly accredited by five national ministries and commissions: the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Taxation Administration. The assessment comprehensively evaluates applicant companies across multiple dimensions, including innovative talent, technological accumulation, innovation infrastructure, technological output, and innovation benefits. In line with the requirements of innovation-driven development and the need for economic structural adjustment, the state recognizes enterprise technology centers that demonstrate strong innovation capabilities, well-established innovation mechanisms, a leading and exemplary role, and meet the relevant criteria, while providing policy support to encourage and guide key industry players to spearhead advances in industrial technology and enhance overall innovation capacity.
According to the Measures for the Administration of the Recognition of National Enterprise Technology Centers, the National Development and Reform Commission, in conjunction with the Ministry of Science and Technology, the Ministry of Finance, the General Administration of Customs, and the State Taxation Administration, shall, in principle, conduct an operational evaluation of National Enterprise Technology Centers once every two years. The NDRC entrusts a third-party agency to evaluate the evaluation materials submitted by the competent local government authorities in accordance with the evaluation indicator system and to prepare the evaluation results and report. The evaluation results are categorized as Excellent, Good, Basically Qualified, and Unqualified: an evaluation score of 90 or above is rated Excellent; a score between 65 and 90 (excluding 90) is rated Good; a score between 60 and 65 (excluding 65) is rated Basically Qualified; and a score below 60 is rated Unqualified. The qualification of any National Enterprise Technology Center that receives an Unqualified rating in the operational evaluation shall be revoked.
In the 2021 evaluation, 72 enterprise technology centers were rated as excellent; 1,459 were rated as good; 85 were rated as basically qualified; and 128 were rated as unqualified.
With steadily increasing investment in innovation, the Group witnessed rapid growth in talent development, innovative achievements, intellectual property holdings, and economic performance in 2021, thereby providing strong impetus for corporate transformation, upgrading, and high-quality development. A responsible official from the Group’s Technology Center stated that this evaluation should be taken as an opportunity to continuously strengthen the construction of enterprise innovation platforms in accordance with national and provincial requirements.
