On March 28, at the construction site of the Hebei Guolong Pharmaceutical New-Formulation and Biopharmaceutical Industrial Park project under Shijiazhuang Sihua Pharmaceutical Group, the towering automated high-bay warehouse for finished products was beginning to take shape. Tower cranes stood tall, construction vehicles shuttled back and forth, and workers were diligently carrying out their tasks, creating a bustling and energetic scene across the entire site.
Spring has returned to the land, and vitality abounds everywhere.
On March 28, at the construction site of the Hebei Guolong Pharmaceutical New-Formulation and Biopharmaceutical Industrial Park project under Shijiazhuang Sihua Pharmaceutical Group, the towering automated high-bay warehouse for finished products was beginning to take shape, with cranes reaching skyward, construction vehicles shuttling back and forth, and workers diligently carrying out operations—every corner of the site exuded an atmosphere of bustling activity.
"On the sixth day of the first lunar month, we kicked off the final sprint for the project, with nearly 100 workers working around the clock on the front lines. To date, the finished-product automated storage and retrieval system and the main structure of the power workshop have been completed, and construction is in full swing on production facilities for specialty APIs and other products, which are slated to be commissioned one after another within the year," said Zhao Yongzheng, Executive President of Shijiazhuang Sihua Pharmaceutical Group and Chairman of Hebei Guolong Pharmaceutical Co., Ltd., who is overseeing the project.
According to available information, the Hebei Guolong Pharmaceutical New-Formulation and Biopharmaceutical Industrial Park project is located in the Shijiazhuang Economic and Technological Development Zone, covering approximately 155 mu of land with a planned building area of 130,000 square meters. Leveraging the zone’s advantageous location and its robust biopharmaceutical industry, Shijiazhuang Sihua Pharmaceutical Group has invested RMB 1 billion to develop this high-standard, high-quality, and state-of-the-art pharmaceutical industrial park that aligns with international best practices and embodies a truly global outlook.
Standing before the nascent, fully assembled automated warehouse, Zhao Yongzheng explained: “This automated warehouse covers a floor area of 15,000 square meters and features 61,000 storage locations, making it the largest and most highly automated facility in the group. Once the warehouse is completed and put into operation, only five staff members will be needed to handle the automated outbound and inbound logistics, ensuring the safe storage and transportation of Guolong Pharmaceutical products.”

More than 80% of Shijiazhuang Sihua Pharmaceutical Group’s profits are generated by new or upgraded products, demonstrating how innovation has powerfully driven the company’s transformative growth.
“The construction of the Hebei Guolong Pharmaceutical New-Formulation and Biopharmaceutical Industrial Park project is underpinned by a specialized API platform established through the R&D center, leveraging industry–university–research–application collaboration as the connecting link. Guided by a product-development strategy centered on niche specialties, the initiative is focused on building an enterprise-driven innovation system with new-product development at its core,” said Wei Saili, Assistant General Manager of the R&D Center at Shijiazhuang Sihua Pharmaceutical Group.
Wei Sairi stated that Shijiazhuang Sihua Pharmaceutical Group currently has more than 150 proprietary APIs and novel dosage forms in development, with over 20 new products receiving approval each year. Upon completion of the Guolong Pharmaceutical project, the company will be able to accelerate the commercialization of high-value-added specialty APIs, achieve industrial-scale production, and establish a new model of phased industrial development characterized by simultaneous R&D, technology transfer, and pipeline expansion.
“Accelerating high-standard construction is tantamount to ‘paving the way and building bridges’ for the successful commercialization of new products,” said Zhao Yongzheng. He emphasized that this project serves as a strategic cornerstone for Shijiazhuang Sihua Pharmaceutical Group’s ambition to become a 20-billion-yuan enterprise, and is also designated as a key provincial and municipal project. Built to international standards and equipped with the most advanced domestic and global production technologies, the project seamlessly integrates intelligent manufacturing with cutting-edge production processes, with the aim of establishing a benchmark high-tech pharmaceutical initiative characterized by high technological content and strong market competitiveness. Upon completion, the project is expected to generate annual sales revenue of RMB 2.7 billion and profits and taxes totaling RMB 600 million, truly earning its reputation as an “industry small giant.”
“Providing excellent service” has long been the norm in Wucheng District, Shijiazhuang City, for effectively advancing project construction. In recent years, the district has strengthened its “shop-assistant” service mindset, regularly convening meetings between the district mayor and business leaders as well as breakfast forums for entrepreneurs, thereby delivering targeted services to enterprises and continuously optimizing the business environment.
Cai Yunlong, Deputy Secretary of the CPC Wucheng District Committee and District Mayor of Shijiazhuang, stated that the biopharmaceutical industry is one of the five pillar industries identified by Wucheng District. The successful establishment and implementation of projects such as the Guolong Pharmaceutical New-Formulation and Biopharmaceutical Industrial Park will play a crucial role in further extending the industrial chain, accelerating cluster development, and achieving breakthroughs ahead of others. This year, Wucheng District is vigorously advancing 28 key biopharmaceutical projects with a total investment of RMB 11.9 billion, aiming to push the output value of the biopharmaceutical industry beyond RMB 40 billion this year, RMB 50 billion in 2023, and RMB 75 billion or more in 2024, thereby contributing half of the effort toward Shijiazhuang’s goal of building a biopharmaceutical industry cluster worth over RMB 100 billion.
Development is the bottom line, and projects provide the solid foundation. This year is a pivotal year for Shijiazhuang City to push its economic aggregate past RMB 1 trillion and achieve leapfrog development, with Gaocheng District serving as the main battleground for realizing this goal.
Cai Yunlong stated that Gaocheng District has adopted the “projects first” philosophy, fully implementing the “five-one” responsibility-and-support mechanism for 235 “five batches” projects with a total planned investment of RMB 105.1 billion this year—particularly for 33 provincial and municipal key projects totaling RMB 23.27 billion. The district is ensuring seamless coordination between different levels of government and close collaboration between government and enterprises, employing reverse scheduling and visual management to accelerate project commencement, construction, and realization of benefits, and making every possible effort to expand effective investment. In the first quarter, the district launched 38 key industrial projects in a集中开工 ceremony, with a total investment of RMB 13.93 billion, ranking first in Shijiazhuang City in both the number of projects and the scale of investment.
