In March of this year, Shijiazhuang Sihua Pharmaceutical Group launched an internal “Technician Qualification Assessment” program for production and quality positions across its subsidiaries, thereby establishing an incentive mechanism designed to foster the professional development of frontline employees.

Those who are down-to-earth, hardworking, and committed to honing their job skills will never be overlooked,” said He Yazhuo, head of Workshop 208 at Shijiazhuang No. 4 Pharmaceutical Group, with enthusiasm. “At the end of March, as part of the company’s worker technician evaluation program, 226 of our employees were certified as skilled technicians, enjoying both recognition and improved benefits. Now everyone is highly motivated and feels that their work has real prospects. This kind of incentive initiative is truly effective and widely welcomed.”
At the grassroots level, many employees with solid skills and extensive experience remain undiscovered. How to effectively tap this “latent potential” and boost the work enthusiasm of the broader workforce has thus become a “new research topic” for Shijiazhuang Sihua Pharmaceutical Group. To address this, in March of this year, the Group launched an internal “Technician Qualification Assessment” program across its subsidiaries, targeting production, quality, and other frontline roles, thereby establishing an incentive mechanism designed to foster professional development and career advancement for frontline staff.
“The national administrative authorities’ system for evaluating and appointing highly skilled personnel is characterized by long cycles and high entry barriers, making it ill-suited to the actual needs of enterprises,” said Wei Wenliang, Executive President in charge of human resources at Shijiazhuang No. 4 Pharmaceutical Group. He explained that, in light of the company’s specific requirements, they have established an internal worker-technician evaluation system, which comprises three qualification levels—skilled worker, technician, and senior technician—and further subdivides each level into three grades, for a total of nine grades. Compensation and benefits are linked to operational proficiency, job performance, and work attitude.
To ensure that this round of technician evaluation and appointment truly achieves the objectives of identifying talent, encouraging innovation and creativity, and stabilizing the workforce, the company’s human resources department conducted in-depth field surveys at frontline positions and developed a rigorous and detailed assessment and evaluation plan. According to Wei Wenliang, the technician appraisal process adheres to the principle of “promoting the capable and demoting the mediocre,” with adjustments made every six months based on employees’ job performance, skill development, and contributions to their respective roles, and a full re-assessment conducted annually. Following a stringent screening and evaluation process, Shijiazhuang Sihua Pharmaceutical Group has, for the first time, certified a total of 1,890 internal technicians and senior technicians at various levels, including 3 senior technicians, 210 technicians, and 1,677 skilled workers.
With the full implementation of the post-technician system in April, more than 1,000 selected post technicians and skilled workers have thrown themselves into their work with high morale. Within their teams, these post technicians have become role models whom everyone strives to emulate. “Now, it’s common to see employees gathering to share the work experiences of the post technicians, eagerly discussing how to further improve work quality and efficiency, and systematically developing solutions to address specific problems. The enthusiasm for work has truly changed,” said Wu Ling, Deputy General Manager of the Manufacturing Center, with satisfaction. “Moreover, various production metrics in the workshops have all increased to varying degrees, demonstrating that the incentive effect of the post-technician system is beginning to take hold.”
“With a large number of new products developed by the Group now entering production, ensuring the quality and efficiency of their commercialization hinges critically on the skills and competence of operational staff. Corporate development requires both high-caliber talent to spearhead innovation and a broad base of dedicated, skilled core personnel who are committed to their jobs,” said Song Mingxia, Chairperson of the Trade Union of Shijiazhuang Sihua Pharmaceutical Group. She added that the next step will be to further implement the post-based technician system, fully leveraging the mentoring role of senior technicians to help more promising employees excel in their roles, thereby building a team of highly skilled workers who are reliable, well-known, and thoroughly competent, and continuously advancing the reform of the industrial workforce.
