The event was hosted by the Shijiazhuang Municipal Science and Technology Bureau and co-organized by Shijiazhuang Sihua Pharmaceutical Group. Wei Zhanlu, Deputy Secretary-General of the Shijiazhuang Municipal People’s Government, and Chang Zhijuan, Director of the Shijiazhuang Municipal Science and Technology Bureau, unveiled the plaque for the Shijiazhuang Municipal Industrial Technology Research Institute for Sterile Chemical Preparations, which the Group has been approved to establish. Guo Weidong, Director of the Platform Division of the Hebei Provincial Department of Science and Technology, and Ding Feiyan, a member of the Party Working Committee of the Shijiazhuang High-tech Industrial Development Zone, also attended the ceremony. Qu Jiguang, Chairman of the Group’s Board of Directors, delivered a speech as the representative of the first batch of approved industrial technology research institutes.
According to reports, the Shijiazhuang Municipal Institute of Industrial Technology was planned and established by the Shijiazhuang Municipal Science and Technology Bureau in order to implement the requirement set forth in the Shijiazhuang Municipal Government’s 2022 Work Report to establish an integrated platform for government–industry–university–research–application collaboration. The municipal institute is jointly founded by “chain leaders” or leading enterprises within the industrial chain, together with upstream and downstream enterprises that possess competitive advantages, as well as universities and research institutes. Its overarching objective is to enhance the industry’s capacity for technological innovation and market competitiveness by consolidating relevant science-and-technology innovation resources, conducting technology innovation across the entire industrial value chain, and carrying out such innovation-related activities as R&D and integration of common and critical technologies for the industry, transfer and commercialization of scientific and technological achievements, provision of industrial technical services, recruitment and training of talent, and strategic research on industrial development—thereby serving as a public R&D service platform for the industry.
Through a series of procedures—including application submission, formal review, online evaluation, and panel review—the Shijiazhuang Municipal Science and Technology Bureau has selected the first batch of 25 municipal-level industrial technology research institutes, six of which are located in counties directly administered by the provincial finance. Each newly recognized municipal-level institute will receive RMB 200,000 in construction funding, while those rated as “excellent” in the evaluation will be awarded an additional performance-based subsidy of RMB 500,000. In addition, municipal-level industrial technology research institutes are encouraged to apply for designation as provincial-level institutes, with newly recognized provincial-level institutes receiving a reward of RMB 1 million.
As a key pillar enterprise in Shijiazhuang’s pharmaceutical industry, Shijiazhuang Sihua Pharmaceutical has recently been approved to establish the Shijiazhuang Municipal Research Institute for Sterile Chemical Pharmaceutical Preparations. “We will focus on the field of sterile chemical pharmaceutical preparations, integrate scientific and technological resources from universities, research institutes, and upstream and downstream enterprises in the industry, conduct R&D on common and critical technologies, break through technical bottlenecks hindering industrial development, generate a series of innovative achievements with independent intellectual property rights, and enhance the industry’s capacity for independent innovation,” said Sun Lijie, Executive President of Shijiazhuang Sihua Pharmaceutical Group and General Manager of the R&D Center. He added that the establishment of the research institute will strengthen coordination and collaboration across the biopharmaceutical value chain, accelerate the overall upgrading of the industry, expedite the market launch of new products, and improve their quality.
Wang Jinsheng, Chief Engineer of the Shijiazhuang Municipal Science and Technology Bureau, stated that establishing municipal-level industrial technology research institutes, identifying leading enterprises across the upstream, midstream, and downstream segments of each industrial chain as well as “chain-leader” firms, and fully leveraging the institutes’ role in driving industrial-chain development—while exploring a collaborative problem-solving mechanism characterized by “enterprise leadership, government guidance, and deep integration among government, industry, academia, research institutions, and end-users”—are of paramount importance for accelerating the rapid development of Shijiazhuang’s pillar industries. By 2025, the city aims to have more than 50 such institutes, develop over 100 new technologies and products, and commercialize more than 40 scientific and technological achievements, thereby making them an integral part of Shijiazhuang’s industrial innovation ecosystem and a key support for the Beijing–Tianjin–Hebei Industrial Technology Innovation Center with international influence.
