On December 5, at the Liquid Chromatography Laboratory of the Pharmaceutical Research Institute of Shijiazhuang Sihua Pharmaceutical Group, Yang Xian, Head of the Innovation Department, closely monitored the instrument screen, meticulously recording the purity data for the innovative anti-liver-fibrosis drug ADN-9. Yang Xian explained that ADN-9 is a novel drug for the treatment of hepatic fibrosis. Preliminary research data indicate that ADN-9 exhibits high efficacy, low toxicity, and multi-target synergistic action, making it a standout candidate. Upon successful development, it is expected to fill a domestic gap in this therapeutic area. This marks the fifth Class 1 new drug developed by Shijiazhuang Sihua Pharmaceutical, following earlier projects such as the anti-tumor agent NP-01.
In recent years, Shijiazhuang No. 4 Pharmaceutical has been primarily focused on the production of large-volume parenterals, giving the impression that this single product line once dominated the company’s operations.
Shijiazhuang Sihua Pharmaceutical’s large-volume parenteral solutions boast industry-leading internal quality control standards and production–sales scale. However, as the new healthcare reform deepens and policies such as restrictions on the use of infusions and antimicrobials, along with the “two-invoice system,” are implemented in tandem, large-volume parenteral solutions now face a new landscape and significant challenges.
Qu Jiguang, Chairman of the Board of Shijiazhuang No. 4 Pharmaceutical Group, stated that, in response to the overarching trend of industrial upgrading, the company has explicitly adopted an R&D strategy that integrates generic and innovative drug development, emphasizes distinctive product features, and focuses on key areas, thereby comprehensively advancing the research and development of generic drugs, innovative medicines, specialty APIs, and products undergoing bioequivalence evaluation. The Group has invested RMB 700 million to construct a pharmaceutical research institute spanning 50,000 square meters, providing robust support for the company’s transformation and development.
Every evening, the lights in the laboratories of Shijiazhuang Sihua Pharmaceutical Research Institute remain on. More than 500 R&D personnel, with an average age of under 30, conduct experiments and analyze data at their respective workstations, driving the timely translation and implementation of R&D projects.
Since the beginning of this year, Shijiazhuang Sihua Pharmaceutical has obtained a total of 36 product approvals, including 27 for finished dosage forms—more than the combined total for the previous ten years. Currently, the company has over 200 new products in development, covering therapeutic areas such as clinical oncology, antiviral, antibacterial, cardiovascular, gastrointestinal, and anesthesia. In the first nine months of this year, Shijiazhuang Sihua ranked first nationwide in both the number of approved generic drug R&D projects and the number of applications submitted.
“When the Pharmaceutical Research Institute was first commissioned in 2020, it was already considered a significant achievement for Shijiazhuang No. 4 Pharmaceutical to secure approval from the National Medical Products Administration for just two or three products each year. Today, we are seeing two to three approvals every month,” said Qu Jiguang. He added that the company’s product portfolio is now accelerating its transformation from “having something” to “having something good,” and that its R&D efforts are shifting from generic development toward original innovation, with a growing number of complex formulations and innovative drugs being incorporated into the R&D pipeline.
Qu Jiguang stated that, in order to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, Shijiazhuang Sihua Pharmaceutical must steadfastly uphold the principles that science and technology are the primary productive forces, talent is the primary resource, and innovation is the primary driving force. The company should continuously deepen the integrated collaboration among industry, academia, research institutions, and end-users, pool innovative resources, and focus on breakthroughs in original, pioneering technologies and innovative drugs in areas such as antibody therapeutics, oncology, and novel and complex dosage forms. It should also actively participate in major national science and technology programs to enhance its capacity for independent innovation.
R&D investment is a key indicator of innovative capability. From RMB 216 million in 2020 to RMB 332 million in 2021, Shijiazhuang Sihua Pharmaceutical has continuously increased its R&D spending to strengthen its independent innovation capacity. In the first half of this year, the company’s R&D expenditure has already nearly matched its full-year level for 2020. Currently, R&D expenses account for close to 10% of sales revenue, placing Shijiazhuang Sihua Pharmaceutical among the leaders in China’s pharmaceutical industry.
“Innovation-driven development is, at its core, talent-driven,” said Qu Jiguang. Shijiazhuang Sihua Pharmaceutical treats its research personnel as highly sought-after talent, vigorously implementing a talent-first development strategy that offers competitive compensation and a world-class R&D environment, while also building “Expert Apartments” to address housing concerns. In addition, the company has provided 102 company-owned vehicles for key R&D staff as commuting tools, further boosting their enthusiasm and motivation at work.
To accelerate the commercialization of innovative products, Shijiazhuang Sihua Pharmaceutical leverages both its in-house R&D capabilities and external expertise. Currently, the company is collaborating with expert teams—including Academician Wang Guangji of the Chinese Academy of Engineering and the research team led by Vice President Lu Tao of China Pharmaceutical University—to jointly tackle key challenges in the development of small-molecule compounds and first-generic drugs with distinctive features. In addition, Shijiazhuang Sihua Pharmaceutical has established joint talent-development programs with leading institutions such as China Pharmaceutical University, Shenyang Pharmaceutical University, and Hebei Medical University.
The continuous influx of talent and projects has infused the Drug Research Institute with vibrant energy. “The institute was built to the industry’s highest standards of development speed and cutting-edge design at the time, yet we never anticipated that it would already be operating beyond capacity after only three years,” said Qu Jiguang. Advanced instrumentation and equipment now occupy one-third of the institute’s total usable space; however, given the rapid pace of R&D activities, this existing infrastructure can no longer keep up with current needs.
Qu Jiguang stated that Shijiazhuang Sihua Pharmaceutical will accelerate the development and planning of a number of industry-driven, large-scale commercialization projects in the Shijiazhuang High-tech Industrial Development Zone and the Economic Development Zone, with the aim of achieving full production capacity and optimal performance as soon as possible and ensuring these projects are successfully implemented. The company’s goals are to rank among the top 50 Chinese pharmaceutical enterprises and the top 20 innovative companies, and by the end of the 14th Five-Year Plan period, to exceed RMB 20 billion in total output value and operating revenue.
