On December 20, Taizhou City held a field observation event for the “Three Comparisons and One Enhancement” project construction initiative. Zhu Lifan, Secretary of the Municipal Party Committee, and Lu Peimin, Chairman of the Municipal Political Consultative Conference, led a delegation to conduct on-site inspections at 15 key projects, including Shijiazhuang Sihua Pharmaceutical Group’s Jiangsu Bosheng Medical New Materials Co., Ltd., thereby guiding the entire city to further consolidate its concerted efforts in vigorously advancing and prioritizing major projects, thus injecting new momentum and building new competitive advantages for comprehensively promoting the new practice of Chinese-style modernization in Taizhou.

On the same day, Wan Wenhua, Mayor of Taizhou City, and Zhang Yusong, Chairman of the Standing Committee of the Taizhou Municipal People’s Congress, led a delegation to inspect the construction progress of the Bosheng Medical Devices Project at Shijiazhuang Sihua Pharmaceutical Group.
Zhu Lifan and his delegation visited Xinghua City and observed the 6,000-ton-per-year medical multi-layer co-extruded film project undertaken by Jiangsu Bosheng Medical New Materials Co., Ltd., a subsidiary of Shijiazhuang Sihua Pharmaceutical Group in Xinghua.
The Bosheng Medical New Materials Project is an expansion initiative for the company, with a total investment of RMB 500 million. Its primary products include single-use multilayer co-extruded biomaterial films and other high-end medical film materials, primarily used in cell culture, vaccine development, biopharmaceutical manufacturing, and related fields. The project has introduced globally leading, turnkey production processes specifically designed for biofilms, thereby filling a domestic gap in this specialized area. Currently, the main construction works have been completed, and pilot production is underway.
Zhu Lifan conducted a detailed review of the company’s product portfolio and technological innovation efforts, and commended Bosheng Medical Devices for its achievements in technological upgrading, entry into the capital markets, and the cultivation of new drivers of growth. He stated that advanced medical materials play a unique role and hold vast potential in the development of the greater health industry, and expressed the hope that the company will further enhance its R&D capabilities, develop flagship products, establish a first-mover advantage, set an industry benchmark, and expand the global reach of Bosheng Medical Devices’ offerings—moving from import substitution to world-class status and opening up new horizons for growth. He also urged the company to intensify its engagement with the capital markets, leveraging competition and emulation to drive high-quality transformation and upgrading, and to actively promote the deep integration of the innovation chain, industrial chain, financial chain, and talent pool, thereby providing robust support for the company’s sustained and accelerated development.
Fifteen major project construction sites—fifteen vivid examples of high-quality development. Over the course of a single day, participants packed their schedules with intensive on-site visits, reaping abundant insights and takeaways. They delved into the bustling front lines of each project, listening to briefings, examining key operational practices, identifying gaps and shortcomings, benchmarking against best practices, learning from others’ experiences, and reflecting on effective implementation. This concerted effort fostered a strong culture of earnestly pursuing and delivering on projects, while bolstering confidence and resolve in leveraging project-driven development to propel overall progress.
After a day of study and observation, participants unanimously agreed to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, fully carry out the guidelines set forth at the Third Plenary Session of the 14th Provincial Party Committee and the Fourth Plenary Session of the Sixth Municipal Party Committee, intensify efforts to attract investment projects, advance project construction with higher quality, and, through emulation and striving to outdo one another, deliver tangible results in transformation and upgrading—thereby providing strong momentum for comprehensively advancing the new practice of Chinese modernization in Taizhou.
