Shijiazhuang No. 4 Pharmaceutical Co., Ltd. is now launching a tender for logistics and transportation services for the sale of pharmaceutical products, including intravenous solutions, tablets, capsules, and other dosage forms. Relevant details of the logistics tender are hereby announced. We cordially invite qualified logistics service providers—with preference given to those operating large, in-house vehicle fleets—to submit bids. We look forward to establishing long-term partnerships that deliver mutual benefits.
Our company reserves the right to adjust the tendering procedures and content in accordance with its actual business needs. Bidding companies will serve as an important reference for any future tendering projects that our company may undertake. Prior to the formal execution of a contract, no provision in this document shall constitute any commitment or warranty on the part of our company.
I. Tender Project
Full-truckload and less-than-truckload road transportation from Shijiazhuang to destinations across the country, as well as rail, ocean, and small-batch LTL transportation.
II. Project Overview
1. Modes of transportation: road transport, rail transport, sea transport, and less-than-truckload (LTL) shipping;
2. Transportation Time: Upon execution of the annual contract;
3. Transportation Routes: Designated route transportation, capable of serving one or more provinces;
4. Scope of Transportation: Pharmaceuticals (intravenous fluids, tablets, capsules, etc.);

6. Vehicle Requirements: Vehicles transporting general cargo must possess valid operating permits, comply with pharmaceutical loading requirements, and be dispatched promptly; they must be free from damage, deformation, or contamination, and adequate cargo insurance must be purchased.
III. Bidding Requirements
1. Bidding entities must possess independent legal person status (with registered capital of RMB 2 million or more);
2. Bidding entities shall submit photocopies of the following documents: a copy of the business license (integrated three-in-one certificate), road transport permit, bank account opening permit, and the legal representative’s identity card. If the bidder is not the legal representative himself/herself, a letter of authorization from the legal representative and the bidder’s identity card must also be provided. All the aforementioned qualifications and supporting documents must be affixed with the official seal of the bidding entity.
3. Bidding entities shall possess sufficient capacity to undertake transportation contracts, enjoy a good credit standing, have no adverse records as verified through the “Discredited Persons Subject to Enforcement” portal on the China Execution Information Disclosure Website (website: http://zxgk.court.gov.cn), and have no significant violations of laws or regulations in their business operations. In addition, they must be able to ensure the timely, accurate, and quality-assured completion of the transportation of goods delivered to the designated destination in accordance with the tenderer’s requirements.
4. Bidding entities must possess the financial, technical, and managerial capabilities necessary to perform the contract;
5. Bidding entities shall designate opening-bid personnel who are thoroughly familiar with the transportation requirements for the products being bid on for the respective routes and capable of providing clear and accurate responses to any cooperation-related questions raised by the tendering party; otherwise, such failure shall be deemed indicative of a lack of seriousness toward this tender, and the tendering party reserves the right to disqualify the entity from participating in this bidding process based on the on-site circumstances.
6. All entities whose applications have been approved to participate in this tender must, prior to submitting their tender documents, pay a tender security deposit of RMB 50,000 as required by the tendering entity.
7. This tender does not permit joint bidding by multiple logistics providers, nor the subcontracting of services after winning the bid.
8. Bidding entities must pass the tendering entity’s qualification review;
9. Settlement Cycle: Shall be subject to the winning bid contract.
10. Upon award of the contract, the performance bond shall be set at a minimum of RMB 100,000 (subject to the terms of the awarded contract). If the winning bidder withdraws after being awarded the contract or fails to execute the contract procedures within the agreed time limit following the issuance of the notice of award, the procuring entity shall have the right to unilaterally terminate the cooperative relationship; such termination shall take legal effect upon delivery of the notice of termination to the winning bidder, and the bid bond shall not be refunded. The procuring entity may also re-award the contract. During the term of the cooperation, if the winning bidder commits a breach of contract or fails to comply with the requirements of the tendering and bidding process, the procuring entity shall have the right to terminate the cooperative relationship and shall not refund the performance bond.
IV. Explanation of Tender-related Matters
Registration Channels: This tender accepts only email registrations. Interested bidders must submit their registration materials to the email address 41250966@qq.com no later than 24:00 on March 26, 2023. The required registration materials are as follows:
1. Qualification Review: The tendering entity shall conduct a qualification review based on the materials submitted by logistics enterprises and notify those that meet the requirements to provide tender documentation (free of charge) for participation in subsequent bidding activities.
2. Payment of Bid Bond: Upon passing the qualification review, bidding entities shall remit a bid bond of RMB 50,000 via bank transfer.
3. Submission Deadline for Bids: Bidding documents have been distributed free of charge. Eligible logistics enterprises may submit their bids within three business days by mail or in person, providing three copies (one original and two duplicates), all of which must be sealed. Both hard-copy and electronic versions of the bid—submitted on a USB drive in EXCEL format—must be provided simultaneously. All paper-based materials must bear a cross-stitch seal along the spine. The specific contents of the bid package are detailed in the bidding documents issued by the procuring entity.
4. The tendering unit’s tender evaluation team shall conduct bid evaluation, deliberation, and award decision-making, and determine the shortlisted logistics providers as well as the final winning logistics provider.
5. Notification of the winning bid result: within three business days after the evaluation is completed;
6. Method of Announcement of Winning Bid: The tendering entity shall notify the winning logistics company by means of a Notice of Award.
7. Upon winning the bid, the successful bidder shall enter into an annual contract and shall strictly comply with the relevant contractual provisions throughout the term of the cooperation. The tendering entity may, at its discretion, select the successful bidder or another transportation provider, and it makes no commitments whatsoever regarding the volume of cooperation.
8. Return of the Bid Bond: Within seven (7) business days after the winning bidder is determined, the bid bond shall be refunded without interest to the original remittance account; however, if it is verified that a bidder has engaged in collusive bidding, bid-rigging, deliberately underbidding, or failure to perform the contract after winning the bid—acts constituting malicious participation in the bidding process—the bid bond will not be refunded.
9. The tender shall be declared void if any of the following circumstances occurs:
(1) Illegal or non-compliant acts that undermine the fairness of the tendering process;
(2) All bid prices submitted by the bidding entities exceed the procuring entity’s budgeted price;
(3) Where the tendering task is canceled due to a major unforeseen event.
