On March 17, at the Third Beijing-Tianjin-Hebei High-Level Forum on Consumer Rights Protection, the Hebei Pharmaceutical Association unveiled the “Hebei Pharmaceutical Enterprise Credibility Index,” which has garnered widespread attention from both the general public and companies in the pharmaceutical industry. Shijiazhuang Sihua Pharmaceutical Co., Ltd. was recognized as one of the enterprises whose overall credibility index, comprehensive credit index, and market reputation index all exceed the respective average levels for Hebei’s pharmaceutical sector, and it ranked among the top performers.

Shijiazhuang Sihua Pharmaceutical Co., Ltd. was recognized as one of the enterprises whose overall credibility index, comprehensive credit index, and market reputation index all rank above the provincial average, and it secured a leading position among them.
To implement the decisions and arrangements of the CPC Central Committee, the State Council, the Hebei Provincial Party Committee, and the Hebei Provincial Government on building a credit system, since 2022 the Hebei Pharmaceutical Association has convened industry experts and relevant enterprises to pioneer nationwide research on the development of the “Hebei Pharmaceutical Enterprise Credit Index” system. The aim is to encourage Hebei’s pharmaceutical companies to uphold integrity and ethical conduct, deliver medicines of assured quality and safety and provide high-quality services, thereby enhancing corporate and brand reputation; to leverage integrity in driving high-quality industrial development; to bolster consumer confidence through such high-quality development; and to foster collaborative efforts across society and promote social co-governance, so as to better safeguard public medication safety and meet the people’s aspirations for a better life.
According to reports, following nearly a year of in-depth research and evaluation, the Hebei Pharmaceutical Society has established the “Hebei Pharmaceutical Enterprise Credibility Index” system, which comprises eight first-level indicators, 19 second-level indicators, and 62 third-level indicators. The eight first-level indicators are: credit foundation, credit behavior, social responsibility, corporate fundamentals, soft power, brand, innovation capability, and influence. The assessment of each indicator is based on data from government official websites and publicly available information on public platforms.
The “Hebei Pharmaceutical Enterprise Credibility Index” is composed of five sub-indices, including three aggregate indices and two component indices. The three aggregate indices are: the “Hebei Pharmaceutical Enterprise Overall Credibility Index,” the “Hebei Pharmaceutical Manufacturing Enterprise Credibility Index,” and the “Hebei Pharmaceutical Wholesale and Retail Chain Enterprise Credibility Index”; the two component indices are: the “Hebei Pharmaceutical Enterprise Comprehensive Credit Index” and the “Hebei Pharmaceutical Enterprise Market Reputation Index.”
The Comprehensive Credit Index assesses factors such as an enterprise’s industry-specific creditworthiness, compliance with laws and regulations, market vitality, resource allocation, fulfillment of social responsibility, and maintenance of fair competition, thereby reflecting the enterprise’s overall credit level. The Market Reputation Index evaluates factors including product quality, market share, sales revenue growth rate, trademarks, certification and accreditation, as well as innovation, R&D activities, and R&D investment, thereby reflecting the enterprise’s market reputation.
The indices released this time show that the average total credit index for Hebei’s pharmaceutical enterprises is 79.558, with 48 companies scoring above the average. The average comprehensive credit index for these enterprises is 90.057, with 63 companies exceeding the average. The average market reputation index is 67.11, with 43 companies scoring above the average.
