Jiangsu Bosheng Medical New Materials Co., Ltd., a controlling subsidiary of Shijiazhuang Sihua Pharmaceutical, serves as the Group’s innovation hub for accelerating industrial transformation and strengthening, extending, and completing the pharmaceutical value chain. The company has established high-level R&D platforms, including the Jiangsu Provincial Bosheng Medical Packaging Materials Engineering Technology Research Center, and is primarily engaged in the systematic R&D of chemical pharmaceutical packaging materials, such as pharmaceutical butyl rubber stoppers (including coated and film-coated stoppers) and multilayer co-extruded infusion films. Headquartered in the High-tech Industrial Development Zone of Shijiazhuang City, Sihua Pharmaceutical conducts R&D on pharmaceutical packaging materials in Jiangsu Province; the resulting innovations are then translated into commercial production at Sihua, thereby establishing a deeply integrated industry–research innovation system. Through continuous technological research and targeted product development, the company has significantly shortened the time required to translate R&D findings into practical applications and has put in place an effective mechanism for sustained innovation and application. This approach to technology transfer has not only enhanced Sihua Pharmaceutical’s capabilities in formulation innovation, technology transfer, and overall R&D excellence, but also provided strong support for attracting talent, sharing innovation resources, and further bolstering the company’s innovative capacity, ensuring that scientific and technological advances are directly applied and implemented in Shijiazhuang.
In 2022, in order to pool talent and intellectual resources, promote exchanges and cooperation in talent and technology, and accelerate the transfer and application of scientific and technological achievements in Shijiazhuang, the city issued the “Detailed Implementation Rules for the Recognition, Management, and Service of ‘Talent Outposts.’” Specifically, legal entities within the administrative jurisdiction of Shijiazhuang—such as governments at all levels, industrial parks, enterprises and public institutions, municipal universities and research institutes, and other research organizations—are permitted to establish or register (including through equity control) innovative service platforms in regions outside the city that are hubs for talent and technology and rich in science and innovation resources. These platforms fall into three categories: “R&D institutions,” “crowd-creation spaces,” and “talent recruitment workstations.” The city will recognize “talent outposts” through a process that includes application submission, eligibility review, evaluation and on-site inspection, and public announcement of the results. Once recognized, these “talent outposts” will be subject to a two-year management period, during which they will receive financial support primarily earmarked for attracting and cultivating talent, conducting project R&D, and facilitating the commercialization of research outcomes.
