To thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and Xi Jinping’s Thought on the Rule of Law, and to earnestly carry out the major decisions and arrangements set forth in the “Opinions of the CPC Central Committee and the State Council on Promoting the Development and Growth of the Private Economy,” the Hebei Provincial Federation of Industry and Commerce recently convened a conference on legal services and a mobilization and deployment meeting for the Legal Services Committee. Li Honglu, Deputy Minister of the United Front Work Department of the Hebei Provincial Party Committee and Secretary of the Party Leadership Group of the Hebei Provincial Federation of Industry and Commerce, issued instructions on the conference. Wang Jinzhou, President of the Hebei Enterprise Confederation and Honorary Director of the Legal Services Committee; Qu Bin, Member of the Party Leadership Group and Vice Chairman of the Hebei Provincial Federation of Industry and Commerce, as well as Honorary Director of the Legal Services Committee; and Su Xuejun, Vice President of the Hebei General Chamber of Commerce, Director of the Legal Services Committee, and Chairman of Shijiazhuang Sihua Pharmaceutical Group, attended the meeting and delivered speeches.

The meeting conveyed the spirit of the National Federation of Industry and Commerce’s Conference on Legal Services, the Fifth Summit on Rule-of-Law Development in the Private Economy, and the briefing on the observation and exchange activities related to integrity and compliance building among private enterprises. The decision to establish the Legal Services Committee of the Hebei Provincial Federation of Industry and Commerce (General Chamber of Commerce) was also read out.

Li Honglu stated that, since the beginning of this year, the legal service work of federations of industry and commerce at all levels in Hebei Province has been carried out with a high-level strategic vision, at an elevated starting point, and to stringent standards, promoting the building of law-based enterprises and the creation of a law-based business environment in an integrated manner. Extensive efforts have been made in areas such as educating private-sector entrepreneurs on compliance and integrity, and safeguarding the property rights of private enterprises and the rights and interests of entrepreneurs in accordance with the law, thereby playing a vital role in stabilizing expectations, bolstering confidence, and fostering development. Moving into a new stage, federations of industry and commerce at all levels and their affiliated chambers of commerce must fully implement the spirit of the 20th National Congress of the Communist Party of China, continue to thoroughly apply Xi Jinping’s Thought on the Rule of Law, uphold the correct political direction, strengthen ideological guidance, and provide meticulous legal services. They should guide private-sector entrepreneurs to run their enterprises, conduct business, and protect their rights in accordance with the law, continuously demonstrating new achievements in legal services as they explore innovative development for federations of industry and commerce in the new era, and consistently making positive contributions to the growth and strengthening of the private sector.

Su Xuejun put forward four recommendations for fully leveraging the functions and roles of the Legal Services Committee and ensuring the effective implementation of its tasks: First, elevate political awareness and gain a profound understanding of the rich implications of Xi Jinping’s Thought on the Rule of Law. Second, firmly establish a service-oriented mindset and strengthen the sense of responsibility and urgency in delivering high-quality legal services in the new era, with particular emphasis on providing robust legal support for the high-quality development of Hebei Province’s private sector, recognizing that serving the private economy is, in essence, serving the overall interests of the province. Third, capitalize on the “linkage” advantage to pool resources and forge a concerted effort to provide legal safeguards for the private sector, thereby delivering high-quality, efficient legal services to enterprises. Fourth, proactively align with and benchmark against the central priorities of the provincial joint coordination center by jointly fostering a rule-of-law environment, intensifying public legal education, effectively protecting the legitimate rights and interests of businesses, promoting the development of law-based private enterprises, and building harmonious labor relations, so as to help private enterprises stabilize expectations, bolster confidence, and achieve high-quality development.

Wang Jinzhou stated that the establishment of the Legal Services Committee by the Provincial Federation of Industry and Commerce and the Provincial Enterprise Federation is a significant and pragmatic step to implement Xi Jinping’s Thought on the Rule of Law, fulfill the duties of enterprise representative organizations, and safeguard the legitimate rights and interests of enterprises and entrepreneurs. The Hebei Provincial Enterprise Federation will fully leverage the strengths of the province-wide enterprise liaison system, participate in legislation and policy revisions pertaining to businesses, and promptly convey the legitimate demands of entrepreneurs. It will also actively engage in efforts to alleviate the burden on enterprises, promptly report the challenges and difficulties enterprises encounter in their production and operations, and promote the formulation and effective implementation of policies that benefit businesses.

Qu Bin pointed out that federations of industry and commerce at all levels in Hebei Province, chambers of commerce, and the broad ranks of private entrepreneurs must elevate their political awareness, accurately grasp the new tasks and requirements for advancing the rule of law in the private sector, adopt a holistic perspective, focus on practical implementation, and take a more proactive role in participating in efforts to promote the rule-of-law-based development of private enterprises in their respective regions. They should seize the major opportunities for fostering the growth and strengthening of the private economy and enhance their sense of mission and responsibility in delivering high-quality legal services. He urged that deepened communication and collaboration with public security, procuratorial, judicial, and justice authorities be leveraged to pool new synergies in using the rule of law to provide robust support for the private sector. Furthermore, he emphasized the need to firmly utilize the Legal Services Committee as a powerful platform, closely aligning its work with the themes of the healthy development of the non-public sector and the sound growth of individuals in the non-public sector, innovating working methods, and elevating legal services for private enterprises to a new level, so as to join forces in writing a new chapter in the legal services provided by federations of industry and commerce in the new era.
