In accordance with the requirements of the “Implementation Measures for Building Industry–Education Integrated Enterprises (Trial)” (NDRC Social [2021] No. 590) and the “Notice on Issuing the List of the Fourth Batch of Industry–Education Integrated Enterprises to Be Developed and Cultivated in Hebei Province” (Hebei NDRC Social [2023] No. 1814), and with the aim of further promoting and deepening industry–education integration and school–enterprise cooperation, fully leveraging the pivotal role of enterprises in the cultivation of technical and skilled personnel and in human resource development, and strengthening the leading and exemplary role of industry–education integrated enterprises, Shijiazhuang Sihua Pharmaceutical Co., Ltd., based on its own specific circumstances, has formulated the following three-year (2023–2025) work plan for industry–education integration and school–enterprise cooperation:
I. Current Company Status
Shijiazhuang No.4 Pharmaceutical Co., Ltd. is a large, high-tech pharmaceutical enterprise that pursues synergistic development across innovative drugs, generic drugs, specialty APIs, high-end formulations, and pharmaceutical packaging materials. The company has been recognized as one of China’s Top 100 Pharmaceutical Enterprises and as an outstanding export-oriented brand in the Chinese chemical pharmaceutical industry for formulation products. In 2007, the company was listed on the Main Board of the Hong Kong Stock Exchange under the stock code 02005.HK. Currently, the Group comprises 10 subsidiaries, with total assets exceeding RMB 10 billion, and boasts robust R&D, manufacturing, and export capabilities spanning innovative drugs, generics, specialty APIs, high-end formulations, biologics, and pharmaceutical packaging materials. This has enabled the Group to establish a fully integrated industrial chain—from the R&D and production of specialty APIs and novel formulations to the development, manufacturing, and application of pharmaceutical packaging materials. The annual production capacity for injectable formulations reaches 3 billion units (vials, bottles, or bags), placing the company among the leaders in China in terms of scale and technological sophistication. Its products are distributed nationwide and exported to more than 90 countries and regions worldwide.
Currently, the company employs over 6,500 people, including more than 550 R&D personnel and over 1,000 technical professionals of various specialties. Among them are 19 doctoral degree holders, approximately 150 individuals with master’s degrees or higher, and 157 employees holding mid- to senior-level professional titles. At the worker–technician level, 1,056 employees hold worker skill certification. In addition, the company has been awarded 33 provincial- and municipal-level honorary expert titles and boasts 272 holders of talent green cards at various levels.
II. Development Approach
In recent years, the company has established “University Training Bases” in collaboration with various institutions of higher education and forged talent-development and recruitment partnerships with key “Double First-Class” universities and provincial key undergraduate institutions, including China Pharmaceutical University, Shenyang Pharmaceutical University, Hebei Medical University, Hebei College of Traditional Chinese Medicine, Hebei Normal University, North China University of Science and Technology, and Shijiazhuang University. Each year, the company regularly arranges for students majoring in pharmacy and chemical engineering to undertake observational visits, hands-on training, and other internship and employment opportunities at the enterprise. Upon entering the company, these university interns receive comprehensive on-the-job training and are assigned to specialized, technically demanding positions—such as assistant R&D roles, laboratory testing, quality control, and production technology—to gain practical experience. This structured internship program enables them to gradually familiarize themselves with their roles and develop the competencies needed to perform effectively, thereby facilitating a smooth transition from internship to employment. Through annual campus recruitment initiatives, the company hires 500 to 600 graduates and interns each year, which has significantly advanced the integration of industry and education and provided a solid talent foundation for the group’s high-quality development.
Over the next three years, the company will further consolidate the achievements of its previous school–enterprise collaborations, make full use of diverse resources, focus on resolving the various challenges and obstacles hindering such partnerships, actively explore new models for deep integration between schools and enterprises, and strive to establish a comprehensive, mutually beneficial relationship characterized by the shared utilization of talent, technology, and platforms. Through these efforts, the company aims to comprehensively enhance the quality of industry–education integration and school–enterprise cooperation, thereby generating significant social benefits.
III. Three-Year Plan
To further promote and deepen the integration of industry and education and school–enterprise cooperation, fully leverage the critical role of enterprises in cultivating technical and skilled personnel and developing human resources, and advance industry–education integration projects in a solid and orderly manner, thereby fostering closer collaboration among industry, academia, and research, we have, in light of our company’s specific circumstances, formulated the following three-year plan for industry–education integration and school–enterprise cooperation:
(1) Establishing New Practical Training Positions: Through collaboration with specialized institutions, we will jointly develop positions that are suitable for students to engage in learning and hands-on practice. Building on the existing internship and training opportunities in areas such as pharmaceutical R&D, drug manufacturing, and drug testing, we will continue to create an additional 5–6 new practical training positions between 2023 and 2025, including roles in project registration, batch release, process validation, international certification, and deviation management. These initiatives will enrich the content of students’ practical training, broaden their horizons and perspectives, and help cultivate more innovative talent.
(2) Strengthen the cultivation of outstanding talent: Actively participate in teaching and practical activities at partner institutions to enhance the company’s employer branding. From 2023 to 2025, the Company will progressively launch “Corporate Scholarship” programs at all partner institutions, establishing “Shisiyao Group–Sponsored Classes” and “Shisiyao Group Scholarships” in relevant majors at key institutions. Each year, a portion of funding will be allocated to reward high-performing students who express interest in joining the Company, thereby attracting their attention and encouraging them to choose Shisiyao as their career destination.
(3) Expand the pool of corporate mentors and further develop high-quality university-based practical training bases: From 2023 to 2025, the company will continue to refine its corporate culture, strengthen internal capabilities, foster a commitment to excellence, and steadily expand and improve the ranks of corporate mentors. Each year, the company will add 12 to 15 corporate mentors holding associate senior or full senior professional titles in chemical engineering and pharmacy, thereby enhancing the quality of student mentorship and training.
(4) Implement a mechanism for collaborative talent development between the institution and enterprises: deepen the pilot construction of the modern apprenticeship system in partnership with relevant educational institutions, actively promote the development of a “dual-qualified” teaching faculty, and drive the scaled-up development of the modern apprenticeship system. With the goal of enhancing employees’ professional skills and competencies, jointly develop enterprise-specific training materials with specialized institutions, co-design talent-development programs, and implement targeted talent cultivation tailored to enterprise needs. From 2023 to 2025, annually organize 300–400 enterprise employees to attend apprenticeship programs at specialized institutions, thereby improving their professional skills and competencies.
(5) Formulate the Company’s Talent-Driven Enterprise Development Plan: By developing a comprehensive talent-development program, we will enhance the overall capabilities of the company’s talent pipeline. From 2023 to 2025, each year we will arrange for personnel at all levels to participate in external training programs at partner institutions, as well as study tours and benchmarking visits abroad and to leading companies in the industry. Through systematic training—including specialized courses delivered by senior industry professors and performance-enhancement coaching—we will further broaden the horizons of our talent pool and strengthen their innovation, management, and business competencies.
(6) Actively establish R&D collaboration platforms with universities and research institutes: set up jointly built laboratories, research institutes, and other such entities, and plan to provide each partner institution with a designated annual matching fund for research support. Actively conduct joint research projects with these partner institutions to continuously enhance the company’s R&D capabilities, technology transfer and commercialization, and clinical research, thereby comprehensively strengthening the company’s innovation capacity, competitiveness, and ability for sustainable development.
IV. Safeguard Measures
(1) Securing policy support. Building on the existing suite of policies, proactively advocate for the government to formulate relevant policy measures that provide support, establish a long-term, mutually beneficial mechanism between enterprises and educational institutions, and jointly develop platforms for industry–education integration and school–enterprise cooperation.
(2) Establish a sound organizational structure. The school and the enterprise shall jointly establish a leading group for industry–education integration and school–enterprise cooperation. Key officials shall serve as the chair and vice chairs of the leading group, with the heads of the respective departments serving as members of the working group. Under the leading group, responsibilities shall include planning and drafting, project approval, implementation, and coordination and management, to ensure the smooth achievement of planned objectives and the effective fulfillment of assigned responsibilities.
(3) Assurance of Funding Allocation. Secure funding through multiple channels, allocate resources in a scientific and rational manner to meet the financial needs of key construction projects, enhance the efficiency of fund utilization, and, through effective fundraising, implement the construction of industry–education integration bases and platforms to high quality and at high standards. Strive to obtain financial awards or subsidies from government sources, with a particular focus on cultivating core talent for industry–education integration, as well as on curriculum development and program enhancement.
(4) Guarantee of the incentive mechanism. Based on the tasks and objectives outlined in the three-year plan, an incentive mechanism for industry–education integration will be established to continuously attract and cultivate corporate talent through targeted policies, thereby injecting a steady stream of new momentum into enterprise development.
