Zhang Xin, Chief Engineer of the Hebei Provincial Department of Industry and Information Technology; Xiao Junfang, Deputy Director of the Cybersecurity Division of the Cybersecurity Administration under the Ministry of Industry and Information Technology; Zhang Ge, Chief Engineer of the National Industrial Information Security Development Research Center; and other relevant officials attended the event and delivered remarks. Wu Hengyao, President of Shijiazhuang Sihua Pharmaceutical Group, and Shi Jianhui, Secretary of the Party Committee and Executive President, also took part in the event.
In his address, Zhang Xin pointed out that we are currently witnessing the accelerated evolution of a new round of technological revolution and industrial transformation. In the face of increasingly prominent new risks, threats, and challenges to industrial cybersecurity, it is imperative to continuously enhance our understanding of the critical importance and urgency of cybersecurity in the industrial sector—ranging from building a robust security framework and implementing classified and tiered management to strengthening industrial control system security defenses and conducting real-network offensive–defensive drills—and to comprehensively elevate our capacity to safeguard industrial cybersecurity. To this end, we must earnestly carry out the special campaign to ensure cybersecurity in support of new-type industrialization, further clarify the objectives, tasks, and responsibilities for cybersecurity work, strengthen the development of cybersecurity protection capabilities among industrial enterprises, and comprehensively enhance the capacity of cybersecurity services to support the industrial sector.
Zhang Ge provided an overview of the cybersecurity landscape in the industrial sector under the backdrop of new-type industrialization, as well as the progress made in related work. He commended Hebei Province for its achievements in areas such as security classification and grading for the industrial internet, security assessments of industrial control systems, security risk reporting, and threat monitoring services. He stated that, moving forward, under the coordinated planning and deployment of the Cybersecurity Administration of the Ministry of Industry and Information Technology, close collaboration will be maintained with the Hebei Provincial Department of Industry and Information Technology. Focusing on key areas—including security assessments of industrial control systems, identification of critical industrial control systems, risk monitoring, vulnerability remediation, and incident reporting and response—the two entities will implement the requirements of the 2025 special campaign with higher standards and more concrete measures, thereby providing robust support for Hebei’s drive toward new-type industrialization.
In her address, Xiao Junfang emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important expositions on new-type industrialization, fully carry out the spirit of the Central Economic Work Conference and the arrangements made at the National Conference on Promoting New-Type Industrialization, and steadily advance the 2025 Special Campaign for Cybersecurity Safeguards in Support of New-Type Industrialization. In recent years, the Cybersecurity Administration of the Ministry of Industry and Information Technology has made solid progress in building a cybersecurity assurance system and enhancing capabilities in the industrial sector, issuing documents such as the “Guidelines for Cybersecurity Protection of Industrial Control Systems” and the “Administrative Measures for the Categorization and Grading of Industrial Internet Security,” while continuously conducting the Special Campaign for Cybersecurity Safeguards in Support of New-Type Industrialization and promoting the application of cybersecurity insurance services, with positive results. She set forth requirements for Hebei Province’s next steps in this work, stressing the importance of adopting a problem-oriented, goal-oriented, and results-oriented approach; fully implementing the “2025 Special Campaign Plan for Cybersecurity Safeguards in Support of New-Type Industrialization”; prioritizing key areas of management and optimizing service models; focusing on upgrading the protective capabilities of key enterprises, critical systems, and essential products; and continuously raising the level of cybersecurity assurance in the industrial sector to support the high-quality development of new-type industrialization.
During the event, experts from the National Industrial Information Security Development Research Center provided interpretations of documents such as the Classification and Grading Guidelines for Industrial Internet Security and the Cybersecurity Protection Guide for Industrial Control Systems. Representatives from four enterprises, including Shijiazhuang Sihua Pharmaceutical Group and Xingtai Iron & Steel Machinery Co., Ltd., shared their experiences in building comprehensive information security protection capabilities for industrial enterprises.
During this event, the “Cast Net-2025” cybersecurity emergency response exercise was also held. The industrial control network security drill simulated a scenario in which an operator workstation at a pharmaceutical company’s warehouse became infected with ransomware, leading to production disruptions. The exercise focused on two key scenarios—early warning and response, and emergency handling—and conducted drills covering industrial enterprises’ early warning response, emergency coordination, and on-site incident management.
Zhang Xiaofan, Director of the Vulnerability Response Research Department at the Monitoring and Emergency Response Division of the National Industrial Information Security Development Research Center, provided on-site commentary on the exercise. Zhang stated that the exercise demonstrated smooth response procedures and appropriate mitigation measures, thereby validating the effectiveness of the emergency response mechanism for cybersecurity incidents in the industrial sector. It also enhanced enterprises’ organizational coordination and emergency response capabilities in handling such incidents, laying a solid foundation for accumulating experience in managing cybersecurity emergencies in the industrial sector and improving service capabilities for cybersecurity protection in this domain, while serving as a model for future emergency response drills.
Prior to the event, relevant officials from the Ministry of Industry and Information Technology and the provincial Department of Industry and Information Technology, accompanied by Group leaders Wu Hengyao and Shi Jianhui, visited the R&D center to gain an understanding of the company’s innovation-driven development and IT infrastructure initiatives.
This event was hosted by the Provincial Department of Industry and Information Technology and organized by the Provincial Institute for Industrial and Information Development and Shijiazhuang Sihua Pharmaceutical Group. Attendees included responsible officials from the Software Industry Division of the Provincial Department of Industry and Information Technology and the Provincial Institute for Industrial and Information Development, as well as relevant officials in charge from the industrial and information technology bureaus of all cities (including Dingzhou and Xinji City) and the Xiong’an New Area Bureau of Industry, Information Technology and Data, along with personnel from provincial-level networked industrial enterprises at the second and third tiers and from provincial industrial information security service support units, plus heads of key provincial industrial enterprises—totaling more than 100 participants.
