On November 20, the Hebei Provincial Federation of Trade Unions convened a province-wide conference in Shijiazhuang to advance democratic management in enterprises and public institutions. Prior to the conference, delegates conducted on-site visits to three organizations, including Shijiazhuang Sihua Pharmaceutical Group, to observe the achievements of their democratic management practices. Liu Weiqing, a member of the Party Leadership Group and Vice Chairman of the Provincial Federation of Trade Unions, along with Peng Yongmin, Secretary of the Party Leadership Group of the Shijiazhuang Municipal Federation of Trade Unions, attended the observation activities and provided guidance. Xu Tongshun, Chairman of the Shijiazhuang High-tech Industrial Development Zone Federation of Trade Unions, together with Shi Jianhui, Secretary of the Company’s Party Committee, and Huang Xiaofeng, Chairman of the Trade Union, accompanied the delegation during the visits.

More than 50 officials in charge and departmental representatives from the trade unions of various cities, the Xiong’an New Area Federation of Trade Unions, provincial industry-specific trade unions stationed at the provincial federation, trade unions of provincial government organs, directly affiliated enterprises and institutions of the provincial federation, and trade unions of selected counties (districts) attended the observation activity.
During the visit, attendees listened attentively to a briefing on the remarkable achievements the Group has attained in recent years by uniting and leading its workforce in advancing Chinese-style modernization, with particular emphasis on the enterprise’s innovative practices and valuable experience in democratic management. Through a diversified array of democratic management approaches—such as the system of workers’ congresses and digital-and-intelligent empowerment—the Group has effectively unleashed the innovative vitality of its employees, driving technological innovation and high-quality development; these initiatives have been commended by the visiting delegates.
In recent years, Shijiazhuang No. 4 Pharmaceutical has, while upholding the system of the Employees’ Congress, continuously innovated and expanded diverse channels for democratic management in light of the company’s actual conditions and the needs of social development. Through initiatives such as establishing a “direct channel” for employee suggestions, holding brief team meetings, launching the “Shi Si Yao Employee e-Home” information platform, and building an online WeChat communication network, the company has carried out mass innovation and creativity activities like the “Five Smalls” campaign. It diligently listens to employees’ voices, places great emphasis on implementing well-founded suggestions, guides and encourages employees to offer ideas and proposals for the company’s development, mobilizes both the enterprise and its workforce to share in the fruits of growth, effectively enhances employees’ sense of ownership, stimulates their innovative vitality, and injects sustained momentum into accelerating the company’s high-quality development.
According to reports, the Hebei Provincial Federation of Trade Unions’ province-wide conference on advancing democratic management in enterprises and public institutions is an important meeting convened to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Ninth Plenary Session of the 10th Hebei Provincial Party Committee, fully carry out the arrangements made at the National Conference on Promoting Democratic Management in Enterprises and Public Institutions, and comply with the requirements of the provincial coordination group meeting on factory affairs transparency. The conference aims to summarize and share best practices in democratic management across the province’s enterprises and public institutions, analyze existing problems and shortcomings, and ensure the effective implementation of the provincial Party Committee’s reform tasks.
