Shijiazhuang Sihua Pharmaceutical Designated as Hebei Province’s Training Base for Drug Inspectors

Recently, the Hebei Provincial Drug Administration issued a notice on the dynamic adjustment of the province’s drug inspector training bases. Following this adjustment, the total number of “two products and one medical device” inspector training bases across the province has reached 30. Of these, 21 training bases have had their agreements extended, while 9 new bases have been added, including Shijiazhuang Sihua Pharmaceutical Co., Ltd., thereby achieving full coverage of training resources across key regulatory areas such as pharmaceuticals, medical devices, cosmetics, and clinical trials.

The Notice states that, in order to implement the “Opinions of the General Office of the State Council on Establishing a Professional and Specialized Team of Drug Inspectors” (Guobanfa [2019] No. 36) and further advance the development of a professional and specialized team of drug inspectors (including those for medical devices and cosmetics) across the province, strengthen the role of drug inspector training bases, enhance the effectiveness and relevance of training, and accelerate the improvement of inspectors’ on-site inspection capabilities and professional competence, in accordance with the relevant provisions of the “Administrative Measures for Hebei Province’s Drug Inspector Training Bases” (Ji Yao Jian Ren [2025] No. 4), and following voluntary applications from enterprises and institutions as well as inspections and evaluations conducted by the Provincial Professional Drug Inspector Corps (Southern Region), dynamic adjustments will be made to the designation of drug inspector training bases.
The establishment of the practical training base facilitates enhanced communication and collaboration, information sharing, and complementary strengths between regulatory authorities and regulated entities. It enables regulatory agencies to gain a deeper understanding of enterprises’ needs and current development status, thereby fostering an innovative, scientific, and intelligent new regulatory model. At the same time, it provides enterprises with more in-depth interpretations and guidance on relevant regulations, driving the joint improvement and advancement of regulatory standards and enterprise R&D and production capabilities, and achieving a win-win outcome where “1+1>2.”
