To fully support the normal production, construction, and logistics operations of enterprises and projects related to epidemic prevention and control, the Hebei Provincial Department of Ecology and Environment recently issued an urgent notice requiring that such entities be included on a positive list for environmental oversight, thereby ensuring their uninterrupted and unimpeded operation. Under this arrangement, enterprises on the positive list will not be required to suspend or limit production; relevant vehicles will be exempt from inspection and traffic restrictions; and “remote services” will be provided for related enterprise projects without on-site inspections or unnecessary interference.
Currently, the first batch of 57 relevant enterprises in Hebei Province has been included on the positive list, comprising 28 manufacturers of protective supplies, 19 manufacturers of disinfection and sterilization products, 3 manufacturers of medical devices, 4 suppliers of critical raw materials, and 3 pharmaceutical companies—all of which are key producers of epidemic prevention and control supplies in the province. Shijiazhuang Sihua Pharmaceutical Co., Ltd. has also been added to this batch of the environmental regulatory positive list.
The notice requires that all localities fully ensure the normal production and construction of key enterprises and projects. For enterprises included on the positive list, comprehensive services and support shall be provided; even during emergency responses to severe pollution, production must not be halted, output limits imposed, inspections conducted, or operations disrupted, so as to enable these enterprises to maintain quality, expand output, and operate at full capacity. At the same time, local authorities are to proactively coordinate with local departments of industry and information technology, development and reform, and health and disease prevention and control, promptly adding key enterprises involved in epidemic prevention and control and medical and health construction projects to the positive list, thereby fully guaranteeing their normal production and construction activities.
The notice states that all localities must resolutely ensure the unimpeded transportation of vehicles involved in epidemic prevention and control. Vehicles transporting epidemic-control supplies and essential daily necessities, as well as specialized vehicles such as garbage collection trucks and medical-waste transport vehicles, shall be exempt from inspection, subject-matter restrictions, and any form of interference, so as to guarantee their normal passage. At the same time, for other key vehicle-using entities, enhanced guidance, assistance, and technical support shall be provided; they shall be urged to comprehensively establish a pollution-prevention accountability system and a commitment system for achieving full compliance with emission standards; and the use of diesel freight vehicles meeting China V or higher emission standards, or clean-energy and new-energy vehicles, for transportation is encouraged.
The notice requires that all localities proactively provide services and support to key enterprises and projects. In conjunction with the thematic practical activity “Ten Thousand Environmental Protection Cadres Enter Ten Thousand Enterprises to Help Enhance Environmental Governance,” and leveraging technological tools such as online pollution-source monitoring systems and separate-meter electricity-usage systems for pollution-control facilities, local authorities are to organize expert teams to conduct centralized consultations on air-pollution prevention and control. These efforts will guide relevant enterprises in building and improving their pollution-control facilities, ensuring their proper operation, and achieving compliance with emission standards for air pollutants—while providing targeted assistance when needed and refraining from unnecessary interference when no assistance is required.
