Liu Hailong conducted an in-depth inspection of the oral dosage-form production workshop at Shisi Pharmaceutical, systematically reviewing documentation and carrying out on-site spot checks to assess the integrity and effectiveness of fire-fighting facilities and equipment in key areas such as production lines and automated storage warehouses; the frequency and regularity of routine inspections for continuously operating electrical equipment; employees’ mastery of basic fire safety knowledge; the implementation of on-duty arrangements in the fire control room; the on-duty personnel’s familiarity with the operation of fire-fighting systems and emergency response procedures; and the unobstructed access to fire truck lanes. He also carefully listened to a briefing by Su Xuejun, Chairman of Shisi Pharmaceutical, on the establishment and functioning of the fire safety management organization and the fulfillment of fire safety responsibilities.
 
 
Liu Hailong commended Shisiyao’s efforts in fire safety management. With regard to ensuring fire safety during the epidemic prevention and control period, Chief Liu Hailong put forward the following specific requirements: First, fully enforce fire safety responsibilities. All departments within the organization must maintain a high level of vigilance at all times, fully recognizing the critical importance of effective fire prevention and control in the current special circumstances for securing victory in the battle against the epidemic. While planning and implementing all operational tasks, they must urge all levels to fulfill their fire safety duties, implement fire prevention measures, closely monitor key areas and critical links, and rigorously and meticulously carry out fire prevention work during this special period. Second, strengthen daily fire safety management. It is essential to strictly implement fire prevention measures such as inspections and patrols, as well as maintenance and upkeep of fire-fighting facilities, while reinforcing self-management, identifying potential hazards, and eliminating risks. Third, enhance emergency standby arrangements. Clear responsibilities must be assigned to personnel on each shift and in each post for receiving alarms, conducting evacuations, and extinguishing incipient fires. Full use should be made of the organization’s micro-fire station, with strict adherence to the 24-hour duty system; combined with night-shift schedules, nighttime fire inspections during this special period should be intensified. Furthermore, fire suppression and rescue plans should be refined and regularly rehearsed, so that, in the event of an emergency, emergency response forces can arrive on scene and respond immediately upon the occurrence of a fire.
 
 
Chief Liu Hailong emphasized that, in order to create a favorable fire safety environment for comprehensively winning the battle against the epidemic, the detachment and battalions must conscientiously implement the Fire Bureau’s requirements for all tasks during the special period of epidemic prevention and control, and provide thorough regulatory oversight and support for enterprises involved in epidemic-related production. First, we must make all-out efforts to carry out fire safety supervision and management during this special period. Based on actual working conditions, we should strengthen communication and coordination with responsible entities, establish an efficient, pragmatic, and precise collaborative mechanism, and effectively follow up on fire-prevention measures. Second, we must make all-out preparations for fire suppression and rescue operations. Fire and rescue teams within our jurisdiction should promptly revise fire suppression and rescue plans for manufacturing enterprises, intensify familiarization drills, and, in the event of emergencies, mobilize sufficient resources at once to respond swiftly. Third, we must conduct comprehensive fire safety training and drills for personnel at all units. We should reinforce fire safety training for new employees, refine fire suppression and emergency response plans, organize and conduct familiarization drills, and enhance our ability to extinguish fires at their earliest stages, when they are still small, and when they have just broken out.
