In order to implement the decisions and arrangements of the CPC Central Committee and the State Council, as well as those of the Hebei Provincial Party Committee and the Hebei Provincial Government, on COVID-19 prevention and control, proactively uphold market order, ensure the orderly resumption of work and production, and achieve dual victories in epidemic control and economic and social development, on February 14, Shijiazhuang Sihua Pharmaceutical Co., Ltd. and 63 other enterprises that have received the Hebei Provincial Government Quality Award jointly issued a Joint Initiative Letter to all enterprises across the province for jointly combating COVID-19 (hereinafter referred to as the “Initiative Letter”).
In order to implement the decisions and arrangements of the CPC Central Committee and the State Council, as well as those of the Hebei Provincial Party Committee and the Hebei Provincial Government, on COVID-19 prevention and control, proactively uphold market order, ensure the orderly resumption of work and production, and achieve dual victories in epidemic control and economic and social development, on February 14, Shijiazhuang Sihua Pharmaceutical Co., Ltd. and 63 other enterprises that have received the Hebei Provincial Government Quality Award jointly issued a Joint Initiative Letter for All Enterprises in the Province to Jointly Combat COVID-19 (hereinafter referred to as the “Initiative Letter”).
The initiative calls for keeping the bigger picture in mind and demonstrating a strong sense of mission and responsibility. As a vital force in COVID-19 prevention and control and in continuously promoting high-quality economic and social development, enterprises must earnestly implement the important instructions of General Secretary Xi Jinping on epidemic prevention and control, resolutely obey the unified command, coordination, and dispatch of the Party Central Committee, and ensure that their thinking and actions are fully aligned with the decisions and arrangements of the Party Central Committee and the State Council as well as the prevention and control requirements of Party committees and governments at all levels. By adopting resolute, scientific, stringent, and effective prevention and control measures—ensuring that responsibilities are assigned to specific posts and individuals—enterprises can truly uphold their duty to safeguard their respective jurisdictions, assume full responsibility for doing so, and fulfill their obligations to the fullest, thereby showcasing the positive image and sense of responsibility of Hebei’s enterprises.
The initiative calls for adherence to regulations and the orderly resumption of work and production. All enterprises are required to follow the coordinated arrangements of Party committees and governments at all levels, resume normal operations in a regulated and orderly manner, develop scientific prevention and control plans, conduct comprehensive surveys, registration, and categorized management of employees returning to work, establish employee rosters, and ensure proper record-keeping, monitoring, and registration of personnel, as well as thorough cleaning and disinfection of production workshops and public areas. It is essential to prioritize the health of employees by providing disinfectants, thermometers, and other necessary supplies, distributing appropriate personal protective equipment, and ensuring adequate catering services. With regard to issues such as raw material supply, warehousing and logistics, deployment of technical personnel, workplace safety, and quality control, enterprises must adopt location- and time-specific, scientifically informed scheduling, rational planning, and orderly organization to prevent problems arising from inadequate preparedness for prevention and control, suboptimal employee conditions, equipment malfunctions or improper operation, and lapses in safety management.
The initiative calls for safeguarding quality and upholding market order, treating quality as the lifeblood of our operations. As epidemic prevention and control enters a critical phase, it is all the more imperative to further refine the quality assurance system, enhance quality governance capabilities, and rigorously implement quality control measures—ensuring adequate supply, stable prices, and uncompromised quality—thereby demonstrating the power of quality through concrete actions. All entities involved in the production and supply of urgently needed epidemic-control materials, such as pharmaceuticals, protective suits, and masks, must refrain from manufacturing or selling counterfeit goods, from inflating prices, from passing off fakes as genuine, and from hoarding and driving up prices. They must lead by example in maintaining market order and price stability, make every effort to ensure sufficient market supply, and provide full support for epidemic prevention and control.
The initiative emphasizes the need to be willing to make sacrifices and fulfill social responsibility. It calls for promoting the spirit of dedication, upholding social responsibility, and carrying forward the fine tradition of “when one region is in distress, support comes from all directions.” Based on epidemic prevention and control needs and their own operational realities, enterprises are encouraged to organize charitable donations through official channels, contributing their care and resources to the extent possible. At the same time, efforts should be intensified to educate employees on epidemic prevention measures, ensuring that they neither listen to, believe in, nor spread rumors, and refraining from engaging in negative commentary, posting, or disseminating any false information. This will enable employees to devote themselves fully to production and business operations, while ensuring the timely supply of high-quality products and services to the market.
All enterprises in Hebei Province are firmly convinced that, under the strong leadership of the Party Central Committee and the State Council as well as the provincial Party committee and provincial government, with the concerted efforts and united commitment of the business community and the entire society to implement comprehensive prevention and control measures, we will surely emerge victorious in this all-round battle and decisive campaign against the epidemic, thereby making due contributions to the comprehensive development of a strong economic province and a beautiful Hebei in the new era.
