After a winter storm, Shijiazhuang enjoyed exceptionally crisp weather on February 17. Early that morning, Zhao Yongzheng, Deputy General Manager in charge of technological upgrading at Shijiazhuang No. 4 Pharmaceutical Co., Ltd., arrived at his post and promptly began making intensive arrangements for the day’s work. “Following the holiday, construction will commence on a new formulation and biopharmaceutical industrial park project in the Liangcun Economic and Technological Development Zone in Shijiazhuang. This is a key municipal project, and we are doing everything possible to ensure that construction starts as soon as possible.” Since resuming work and production after the holiday, Shijiazhuang No. 4 Pharmaceutical has made every effort to overcome challenges, coordinating epidemic prevention and control with production, R&D, marketing, and project development. With a sense of urgency and determination to make the most of every moment, the company is advancing innovation, green practices, and high-quality development.

These days, Zhao Yongzheng has been busy working with his colleagues and the design firm to refine the layout and design of the new formulation and biopharmaceutical industrial park project. “This is another major initiative for Sihua Pharmaceutical, with an investment of RMB 1 billion. We plan to position it as an industrialization base for new formulations and biopharmaceuticals; once fully operational, the company’s total sales are expected to exceed RMB 10 billion. At present, the overall master plan has been completed, and we are now taking advantage of this window to optimize and fine-tune the site layout. As soon as conditions permit, we will promptly commence preliminary piling works to gain time and accelerate project progress.”

While refining the design of new projects, Zhao Yongzheng and his colleagues are also busy wrapping up the R&D construction project. The R&D and pilot-scale production base project for Shijiazhuang Sihua Pharmaceutical, located in the Shijiazhuang High-tech Industrial Development Zone, has entered its final stage and is now awaiting the delivery of laboratory furniture and equipment. “Although epidemic-control measures have delayed the return of workers from other regions, the construction itself has not come to a halt. Over the past few days, we have conducted the tendering and procurement of relevant laboratory equipment entirely online, using a ‘zero-contact’ approach. This work is now largely complete, with orders being finalized; once the epidemic subsides, manufacturers will be able to ship the equipment immediately, and our newly built R&D facilities will be ready for use.”

“Projects serve as the platform; the key lies in innovative products.” Following the outbreak, the Shijiazhuang Sihua Pharmaceutical Research Institute sprang into action, with both the research institute and the production workshops resuming operations at the earliest possible moment. Since the Spring Festival, core R&D personnel—including Sun Lijie, Yan Jiling, and Yin Jie—have put aside their rest and remained on site, meticulously organizing experimental and clinical data in the laboratory. “We promptly reviewed and re-prioritized our ongoing R&D projects, accelerating those related to epidemic prevention and control while stepping up follow-up studies and bioequivalence evaluations for generic versions of antiviral and antibiotic drugs such as arbidol hydrochloride and moxifloxacin hydrochloride,” explained Dr. Sun Lijie, the institute’s director.

Immediately after the Spring Festival, Shijiazhuang No. 4 Pharmaceutical Co., Ltd. achieved its first R&D breakthrough of the year: the newly developed drug doxofylline injection (10 ml: 0.1 g), indicated for the treatment of bronchial asthma, chronic asthmatic bronchitis, and other respiratory difficulties caused by bronchospasm, has received production registration approval from the National Medical Products Administration. Notably, this is the first domestic production approval granted under Category 4 of the new classification system for chemical drugs, and the product has also successfully passed the national review and approval process demonstrating bioequivalence in quality and efficacy to the originator product, greatly encouraging the R&D team.

Since the Spring Festival, more than 310 R&D personnel have been working tirelessly on the front lines of research and development. “On average, everyone is putting in over ten hours a day, racing against time and leaving no minute to waste. This is not only essential for combating the epidemic but also a critical requirement for the company’s long-term growth,” said Sun Lijie. Under his leadership, the R&D team has now initiated projects to develop new drugs targeting the novel coronavirus and is accelerating the development of a pipeline of antiviral agents. “Seeing our自主研发 drugs such as Arbidol and moxifloxacin play a vital role on the front lines of epidemic prevention and control has further strengthened our resolve to deepen collaboration with domestic universities and research institutions in pursuing research on broad-spectrum antiviral medications,” Sun Lijie added.

▲ While stepping up production of emergency medications for frontline epidemic prevention and control, Shijiazhuang Sihua Pharmaceutical is also ramping up manufacturing of traditional Chinese medicine products such as Qingre Jiedu Oral Liquid, Shenmai Yin Oral Liquid, Yiqing Granules, and Yinhuang Capsules to meet market demand.

At Shijiazhuang No. 4 Pharmaceutical, the busiest operations are the abidor hydrochloride capsule production line in Workshop 102 and the new-concept disinfectant production line. Since January 25—the first day of the Lunar New Year—employees have been working around the clock to ramp up production. “We’re now operating 24 hours a day without interruption, with daily output nearly doubling, which has placed an enormous workload on our staff,” said Rong Yanyan, the workshop director. In addition to the abidor production line, our traditional Chinese medicine products—including heat-clearing and detoxifying oral liquid, Shengmai Yin oral liquid, Yiqing granules, and Yinhuang capsules—are also running at full capacity, with personnel rotating while the equipment keeps running, producing more than 180,000 units (vials, tablets, or sachets) per day. According to available information, from January 25 to February 15, Shijiazhuang No. 4 Pharmaceutical has cumulatively shipped 1.5 million abidor hydrochloride capsules to Hubei Province, including 1.1 million to Wuhan, thereby providing robust support for the supply of essential medicines on the front lines of epidemic prevention and control.

Currently, all of Shijiazhuang Sihua Pharmaceutical’s plastic-bottle infusion production lines have been fully commissioned, operating on a two-shift schedule through optimized production allocation, with capacity gradually recovering. According to Zhang Sumei, Manager of the company’s Human Resources Department, employee attendance has been increasing daily while maintaining robust epidemic prevention and control measures, essentially meeting production staffing needs.

“Although epidemic prevention and control measures have posed considerable challenges to our sales teams in reaching the market and carrying out their work, and although patient visits and hospital admissions have declined sharply across the board, putting temporary pressure on our business operations, we remain confident that these difficulties will eventually pass. Our core business objectives remain unchanged, and we are determined to achieve growth,” said Wu Hengyao, General Manager of Shijiazhuang No. 4 Pharmaceutical Co., Ltd. He added that, in recent weeks, governments at the national, provincial, and municipal levels have successively introduced a wide range of supportive policies and measures—such as tax and fee reductions and employment-stabilization subsidies—to help enterprises resume work and production. These initiatives have provided our company with much-needed reassurance as we restart operations, enabling us to deepen our service offerings, reinvigorate and stimulate market demand, accelerate product sales, and contribute to a strong start in the first quarter while striving for dual victories in epidemic control and socio-economic development.
